Hello, I'm looking to run some level 3 & 4 missions in low sec and I was wondering where the 'popular' places to run these low-sec missions are. I figure where everyone else is is where the good missions are.

Frankly, one is a lot better of missioning in low sec systems that are away from both busy travel routes as well as busy destinations.
Unless, you wish to rely on being the mission wildebeest that doesn't get cut from the herd that particular day.

The rewards and risks are greatest if you run out of Otsasai (0.3) and Oimmo (0.5). You'll be in for a ride. The agent in Otsasai (Caldari navy lvl4 q17) is very good, you'll get around 10000 lp for each mission (with skills), but the whole low-sec part of the constellation (Otsasai, Nalvula, Taisy, Jan & Hakonen) has been camped for months by various high-sp pirate corps (black rabbits, the establishment etc.).
So yes you'll become the wilderbeast on the Eve Savannah if you run around there.
It isn't all grief though. Evading the Nyx gatecamp, or the guys probing you with a Curse and Navy Megathron gives a rush for sure, but over time it becomes a one-sided affair.
Did manage to get some 150k lp with both agents before I called it quits and moved on to other Caldari Corps:)
note: even got to see Bob's titan the one day in Taisy:)

here's how i found my quite low sec agent. After running missions in high sec, i checked if i have any agent available in low sec and viola! all the good lvl4 agents are in low sec. I then studied the map. Look for dead end systems or system that is not the main road going to major alliance at 0.0 After i made my choice i still had to fly around into sorrounding system to see what corps hang out there. Now i have this nice quite system and my agent give me 10k lp almost every mission.

A few pieces of simple advice:
- Use your mapfilters. Lots of player ship kills generally = bad, and check it on different days and times. Depending on your preferences, you might stay away from systems with high populations or traffic generally, even if the ship kills don't seem to be a problem currently.
- Avoid gateway LowSec systems, especially into HighSec, but also into 0.0. A terrific exception can be LowSec "pockets"--a system or two surrounded by HiSec.
- Scout it out a bit first before moving all your stuff there. Check out local, make a couple of safespots, maybe even be sociable and ask the locals how things are there. * * * In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

Pick an agent in Jel , you're 99% sure the kill missions will take place in Egghelende. Lots of people choose it , and I can testify that lots of hardcore mission runners do L4s in pimped hyperions and the like

irmalin was allways fun.
if the local rabble havn't moved out, ill tell you what times they slept, may, might be active... basicaly they left it logged while they wern't actualy there
Mostly you could allways run after 10 in the morning at weekends, weekdays you could undock at 7 (ish) and be safe from 1 or 2 coverts following you out.
There were one or two though that sat on alts in the system in the euro zone.... when they were bored, for sure they would be gate to gate trying to nail pve ships coming back in system.
Sum it up for you, youre rich enough,, you could drop your mission ships in 3 system the agents sent you to (excluding the 4th system.. very rare)... pretty much safe from the gate gank...
there was one trick i used to pull, with backtracking to the other gate.. only two gates into the system... it was easy to know when you were being layed up for a gank.... one would allways jump into your system from the system dirrect gate (easy scan)... you just go the other way....
