Is there any penalty (apart from loss of bounties, loot etc) to accepting and completing parts 1-4 and then turning down part 5?

not as far as I know.
I have turned down some later level 3 multi-part missions in the early days and never seen any penalty. --

^ The assumption here is that we're talking about completing parts 1-4.
on turning down part 5: You can turn down 1 mission, any mission, in a four hour time period with no adverse affects. So assuming this is the case, you can turn down Part 5 and not lose anything with your agent or caldari faction.

Each "part" of the sequence is considered a seperate mission, they just run in a chain, so you can happily turn down part 5 without taking any losses.

I turned down 3/5 onwards (I like the omber in 1/5 and 2/5 is easy standings).
No penalty.
I'm a corp thief. And remember, I only do it because I like your robot.

I turned it down after 24 Hrs. and took a significant standings hit. To make matters worse my agent gave me the same mission again. So is it possible to do this solo? I didn't throw enough dps in my Drake and didn't have enough tank in my Raven. I'm Caldari and have high ship,missle,cap and shield skills. Fairly new to tanking and had mostly tech 1 sheild tank.
So i can turn it down within 4 hrs w/no penalty? Help.

You can turn it down without standing hit before accepting it. Once accepted it's either complete it within a week or a standing hit. I did it solo but it's way quicker/easier with a buddy or an alt. Read eveinfo.com forums - all there. I wish my agents were offering me EAs back to back, I'd be rich.

If i understand you correctly then you are asking if it is possible to do enemies abound 5/5 solo right 
Perhaps you can answer this question yourself. All you need to know is if you are capable of tanking appr. 12 BS (that you wont have killed by the time the last wave arrives)or lests say its the equivalent of aggroying the entire room in stage 2 of WC. The problem is you wont be able to take the gate down fast enough solo with a kickass tank before the 6th wave comes in. I have been able to tank the entire 6 waves but i know from a m8 of mine that a "cookie cutter" fitted Raven won't last.
Conclusion: I love this mission as it is one which keeps my adrenaline pumping, but if you dont have a faction fitted kickass Ship, then i suggest asking some corp mates to help you out. The risk of loosing a ship and then being so annoyed that in the end you turn the mission down anyway is quite high otherwise...

I personally would prefer doing gueristas extravaganza nonstop. The bounties are higher and the chance of the faction loot drop in the bonus zone also exists  ******************************

Its easy with a mate in a logistics to back you up.
It goes something like this:
Accept mission.
Go and make a cup of tea.
Have some lunch.
Have that shower you have been putting off for a while... ;)
Basically wait about 30 mins, until the whole encounter spawns.
Heavily tank your ship as best you can for all damage types.
Warp in tank.
Count to 30.
Warp in logistics and get to work.
About 30 mins later you will have killed everything, dont forget to loot/salvage, its worth it! :)
