I have been wondering, what kind of agents are giving out skills as special reward??
At what lvl and what divisions?

All agents give skills, but the higher the level agent, the higher the frequency. Division matters not right now.
(Note: Two question marks or one read as the same thing)

There seems to be a bit of luck too - I just started with my level 3 agent - Quality= -7(Negative) and Effective Quality +8 and have gotten 3 skills in 11 missions. Roll the dice and see what comes up.

Maybe its just me but my 2 highest fed intell agents eff qual = 38 and 40. Each only dropped 2 skillbooks despite many many missions since.
Leads me to think there is a maximum amount of skills for each agent per person.

Before the emergency agent patch, I was getting skills from a lvl 2. That stopped and I didn't recieve another in a 100 missions.
Moving up to the level 3, I've recieved 5 skill packs in about 20ish missions or so.

I've been getting a few skills frequently. Mostly ore processing skills and a few social ones. Got quite a few Veld and scord processing books now along with 8 or 9 science skills.
Level 3, effective quality 39, works for The Scope. Has alway given them out, got a highier standing and shes just giving out bigger quantities.

I've been working with a lvl 3 with an effective quality of -8 and I get a skill every 5-7 missions or so. Course my state and corps standings are fairly high so I've been twisting the system a bit and turning down missions I don't like and doing the important ones whenever they pop up so my standing with my agent is -1.45 and yet she still gives me plenty of skills. I feel like I'm exploiting something.
