A couple of years ago I cancelled this account. At the time I was in Celestine Prophecy part of Forsaken Empire. All my ships and modules were stored in the Mount Kailasa Station, owned by Shiva. I had a Apoc, BC, and several other ships, plus nearly half a billion in gear. Well when I started my account up again I'd been fired (no suprise there) and I couldn't dock at Mount Kailasa. I petitioned but they said I'd have to fix it myself. Right now I'm marooned in Elonaya with my wealth buttoned up, safe from everyone, including me. I've eve mailed the ceo's of Celestine Prophecy and Shiva and gotten no replies. If anyone know who to contact or has advice on reclaiming my stuff I would really appreciate it.

Well make sure Shiva still own the station (or still exist, i've never heard of them) and bear in mind that their CEOs might not play anymore either.
The outpost should still be there, if so, just find out who controls that space and ask if you can have temporary postive standings set so you can hurry in and get your stuff out. If it's contested space, you're going to need an escort too.

if the owners of the station wont help you, you can always just repackage your gear through your assetwindow and sell it remotely. Of course, this only works if the gear is undamaged.
What I would suggest in any case is using an alt first to sound out the current owners, so that if they are unwilling to cooperate, you could always try to join their corp with your main and thus extract your stuff.

If all else fails, escrow stuff at market prices and re-buy things in empire (you can do this remotely), folks usually pay decent money for built ships/gear in 0.0. But yeah, I would talk to the locals first.
