re: drones They're talking about spares or lights. Unless you're in a carrier or a mom, nobody can have more than 5 drones out (unless you're one of the luckies to actually own a Guardian Vexor). Lights make mincemeat out of small drones and are faster.
There's something really satisfying about watching 5 hobgoblin 2s zip around the screen.

if its for mission take out the eamn and the dmg control and replace it with 2 rat specific hards or energive plates if low on cpu

i was also considering dropping one rail for a NOS but tbh atm even the hard level ones nothing stays alive long enough to drain anything from.

For level 1 missions, ditch the Vexor altogether, spend 1 mil and 14 minutes training and buying a catalyst, and take that in. Preferably with 5x125 proto rails, a pair of salvagers, and a tractor beam. You can effortlessly kill your rats and loot/salvage their corpses in absolutely obscene time.
You can actually do most of the level two's in a Cat too, but you have to pick and choose them. Basically any of the 'and now you get jumped! surprise!' missions are bad news, human cattle 3/4/5 are not pleasant, and a handful of others where you tangle with the Navy are unwise on the Cat's tiny little tank.
As for how to fit a Vexor, this suggestion received from another player was the best way to go, and I tried a few through a couple missions each:
Hi: 4x150mm Gauss, Loaded Lead (change the load as you wish) 1xBest Named NOS you can load on
Mid: Y-s8 Burner Best Web you've got Sensor Dampener (or a cap recharger...atm I have little call for either, but hey, it keeps a missile boat occupied for a good 10k or so)
Low: Damage Control Med Armor Rep II Rat hardener (call it thermal if Gall) Rat hardener (call it kinetic if Gall)
5x Hammerheads of your best quality 5x Hobgoblins of your best quality
And there you go. Bring that Catalyst in after missions with 4 tractors and 4 salvagers to loot the joint in 5 minutes and you're good to go.
Using this Vex last night the only time I have to skip out of a Level 2 is when the Acceleration gate flings me 10k from a half dozen missile users or when they pop at the same distance. I have no problems with literally anything but the missions where there are 20 missile boats spraying bloodclaws and flames at me.

High: 4x 150mm Compressed Coil Gun I (AM ammo, since i am tanking the rats will come near me so range is not a problem) 1x Salvager (used to fit an E50 Prototype Energy Vampire i looted from rats, until i realized i could earn better money with a salvager, since the extra cap doesn't really help much anyway)
Med: 1x Y-S8 Hydrocarbon I Afterburners (looted from rats) 2x Fixed Parallel Link-Capacitor I (cheap and good, need all the cap i can get)
Low: 1x 1600mm Reinforced Rolled Tungsten Plates (boost armor amount like 200%... A MUST-HAVE) 1x Medium Armor Repairer I (named ones are sort of expensive...) 2x Energized Adaptive Nano Membrane I (at level 2 rats are quite easy... no need to swap rat-harderners every now and then)
Drones:(thermal damage works quite good against all rats) 5x Hammerhead I (for clearing rooms with mostly destroyers/cruisers) 5x Hobgoblin (for frigates)
i've been using this set-up for a month already and had no problems.

Here's my Vexor setup for lvl 1 and 2 missions, which is sure to seem strange to people. Mind you, I switched to Gallente lvl 1/2 missions in a Vexor from Caldari lvl 3/4 missions with a drake, so my SP's are in all the wrong places, like shields & electronics. Anyway, this works for all the lvl 2's I've done so far. I aggro the whole room with the railgun and launch drones. Then just tractor and salvage until the mission is over. Or go get me a cup of tea. Only small enemies in lvl 1/2 missions, so Hobgoblins for enemy vessels and Hammerheads for structures.
Highs: 2x Tractor 2x Salvager 1x 150mm rail
Meds: 1x Large Extender II (If you don't have ShieldUpgr 4 use an Azeotropic Extender instead, the Regolith is too expensive) 1x Invul field 1x YS-8 Afterburner
Lows. 1600mm Rolled Tungsten Small repper Energized Thermic plate Energized Magnetic plate
The idea is not to sustain a tank, i.e. recharge shields or repair armor as fast as they are dishing out damage. It's to have a large enough buffer to endure the whole mission and repair damage while travelling between missions. If the NPC's are shooting EXP or KIN, the shield holds just fine. If it's EM and THE instead, the shield won't last but the armor will. Angels....Well, haven't come across a tougher angel mission in my Vexor yet. Just Amarr Navy, which hasn't posed a problem.
I thought I'd try loosing the shield mods and one tractor to fit a Sensor Booster (longer targetting range), Omnidirectional tracking link (longer drone range&tracking) as well as a Drone control augmentor (longer drone range). I'm betting that won't work without a med repper, which means I need NOS, which means I'm now limited to one tractor and one salvager. As well as being screwed for NPC's shooting Explosive. Which means I might just get the Myrmidon instead, even if it feels silly for lvl 2 missions. Standings go up soooo slowly, even with Social 4, Connections 3.
If I was rich I'd like to try lvl 3's with a Navy Vexor. That could be fun. I don't think you can make a normal Vexor last long enough for those though :-/
