Edit: and some fitting advice for those ships would be great too.

Caldari. Always.
Level 1/2: Caracal Level 3: Drake Level 4: Raven, Nighthawk, Cerberus (?)

as a general rule, caldari are the kings of PVE. i'd argue however, that a passive shield tanked myrmidon is the best PVE battlecruiser and a passive shield tanked dominix the best best pve battleship. the tank on them is just as good, if not better than on the drake and raven, and they get massive drone damage bonus's. a passive tanked dominix you can fit 6 x large rails, and 5 heavy drones, 5% large hybrid damage bonus and 10% drone damage bonus. huge dps and a great tank. 
but generally, caldari rule the school for pve.

They could be, if it weren't for the little issue of Drone aggro and the new spawning mission structure. It's much easier to use missiles.

Depends what you're fighting, Ammar are the kings of Sansha/Blood npcing - no ammo useage ftw.
But generally the Raven's ability to hit with every shot, choose its damage type, and tank pretty well, make it the best pve ship in eve. Caracal and Drake are the lower-scale equivilents.

Fixed that one for ya 
But serisouly, for Easy PVE , choose caldari, for the more fun pve + the fact you might want to try pvp later in the game (and doesnt wanna waste x ammount of SP on caldari ships skills OBS see other threads) Gallente is hte way to go, they got more flexibility than caldari. Though for deep 0.0 ratting, nothing beats a geddon ;) No ammo use ftw!!
