i feel the hulk needs a 4th high slot that only allows a cloak to be fit to it. The senseless killings need to be haulted. As a hulk has no chance against another player we should be allowed to fit a cloak.

Fitting 2 and a cloak would be as good. Your survival rate is relative to production...

My suggestion would be to pay attention then when mining.
You have plenty of warning about danger while local is still present.
Use this information to your advantage.
At any rate, you can fit a cloak if you wanted, remove a strip miner. Although you probably won't have enough CPU though.

No, seriously. The ship is fine, there is no NEED whatsoever to change it. If you can't afford to lose it, don't fly it, simple as that. If you want to keep mining where you are, use a cheaper ship. If you want to keep using a Hulk, go somewhere else...

Awesome idea! Actually, come to think of it, why don't all ships just get a built-in cloak? And let people activate mods while being cloaked. That way no one ever has to die, and we can all mine completely risk free.

If your able to AFFORD a hulk, chances are your in a corporation that will back you. If not, you've obviously been playing Eve the hard way, by yourself, 23/7.

This is brilliant! While we're at it let's increase the resistances on damage control II to 99% for all resistances in shields, armor, and hull. That way no one will ever have to die ever, unless they reaaaaally deserve it!
