I recently have found that by declining a mission, I can affect the magical 16 missions needed to reach a storyline....
Any facts on this?

Not in my experience - 16 on the dot whether I decline any or run them all.

There is no effect, it's always 16.

Weird....I run missions with 2 different corps from the same faction and the same thing happened with both.
Corp 1: 19 L3 Kill missions to reach storyline
Corp 2: 22(and counting) L2-L3 courier missions
Since it used to be 16 on the dot, I petiontioned and the Senior GM said it had to do with declining the missions but he didn't know the exact formula of how it affects it. Am I just getting screwed?

You have to do 16 missions for the same level agent to get a storyline
you could do 15 for a lv2 and 15 for a lv3 and will not get a storyline till you complete the 16th for either level.

Looks that way mate - I decline every single one I do not like (courier in/through Auenen for example or take your CNR to Hysera for a spin - yeah right... )

Only completed missions normally (not in your case by the looks of things  ) count.
Someone also mentioned in another thread that certain agents' (Interbus was one as far as I recall) missions do not count - maybe that's the answer?

I run 6x q20 lvl 4 agents in the same station.
I can recycle mission offers as much as i like. if i am unsure how many missions i have doen i goto corp info for the agent i am working for and do a trasnactions on his or her corp. I will see what missions I have done. when I am close to 15 i know i am not far away from a sl mission.
I dare say declining a mission and taking a faction hit is what everone is on about. as for me it has always been 16 missions no matter how many you turn down without doing the 4 hour limit per decline.
