I wanna try to pirate some people but I only been playing 8 days and have spent most of that time doing missions around the noob solar system. I never even been to anything lower than .7 So where do i go to find easy stuff to kill?

Easiest way? ***** open your map and peek around. What you are looking for is a low security area a couple of jumps from a 1.0.
So set your map to display security status. Try to find a 0.4 as they have easier rats that even most noobs think they can take with their frigates.
The better areas tend to be islands that are cut off by high sec and have no access to 0.0. As hardcore pirates may not want to risk ships trying to run through a 0.5 if their sec status has dropped to outlaw levels.
Now, if you find such a place, you can usually wander in and find relatively low skill point characters trying their hand at mining (insert regionally appropriate ore here) or ratting, or their own attempts at piracy.
Go in a frigate so you don't scare'em off... The ones in the destroyers will usually try and blast you to pieces after you shoot at them.
I like where mine is, so I'm not sharing :)
Edit: Anyone notice that they censor the word that goes with 'Step on a <blank> and break your mother's back'? I'm not even using it in an offensive manner...sheesh.

There aren't any systems that are noob low sec systems i'm afraid. just get in a fast frig and go searching. u shouldn't have to worry about low sec gate camps when ur in a frig.

Just dont attempt to gatecamp a 0.4 system with Frigs, I busted up a gatecamp just by showing up, an pop goes 4 rifters and free loot for me,  . They thought my lil rifter was just bad ass so they kept comming, so I kept locking them (so they shoot) and letting them think I was insta-popping them  , god I love noob gate camps.

Pakkonen. Largest ratio of noobs to actual pirates I have ever seen. And the mission *****s are in some sort of zombie trance, I swear.

you can find alot of noobs flying haulers in and around loes 
ps: dont fly to amamake or egghelende if you dont want to find a quick death

Yeah, if you don't mind sitting for hours on end popping macro haulers with nothing but 3-4 t1 cargo expanders and the occaisional 8000 kernite in their holds...

Shooting fish in a barrel, fun for 5 minutes and then gets boring. Hell I've even felt sorry for some, yes I have a soft spot. 
I'd suggest joining a corp, and have someone work with you and teach you some tactics. Not to meantion they can come in and save you tush if need.

I'd have to agree get in with a pvp corp that is looking for low skilled members. They'll help you fit your ships and give you pointers on what to do and where to go.

Mmm i would try some back water low sec of the beaten track, away from the main space lanes.
You will more than likely find little pockets of carebears in the less travelled areas as most pirates will often camp the main routes and areas.

nice isolated low sec systems where the regular pirate with rather low sec status cannot visit because the place is surrounded by high sec - noobs feel safer there, as do the miners
