I suppose one could use an SMS->email gateway, have the computer regularly check the email, and run commands out of it. I don't know of any program like that now, but someone with the know-how could probably whip one up in an afternoon.
Yes, someone using it to take over your computer would be a concern. SMS only supports 160 characters, and it's hard to get a reasonably secure authentication system in that space.
SMS is also not time sensitive, so there's no guarantee that your computer will shut down right now instead of next week. I suppose you could use some kind of time stamp to ensure that only recently-sent messages would be processed, but again you'd be running against the 160 character limit.

You could text someone and ask them to turn off your PC I suppose. Not that technical but meh.

in theory it WOULD be possible, but not easy to do.
The major factors would be to allow RPC on the remote PC to accept the command from another server parsing SMSs as they come in.
The SMS would need most likely to be forwarded to an email address. The admin on the network checks the email for commands, of a specific nature, and inputs them. It would not be easy or practical, when there are so many other ways.

Just get a phone that has a terminal services client, connect to your pc and shut it down yourself.
But you'll need xp pro at least
