I was watching a video from one of the corporations in BoB, and I saw that his user interface was a lot different from the default layout. I was wondering if there were any downloadable UI mods (kind of like in WoW). Thank you for any help you can give me.

There is no way to modify the interface in the way you ask. To do so is a violation of the EULA and can get you a good banning.
It is possible to move windows around, and the modules on the UI can be moved to any other slot on display if you feel the need to do that. It's likely that is what you saw.

It could also just be simply an old video.
The UI has gone through a few different looks since release.

That's a good point actually. If it looked anything like this, then your looking at a video of the UI that was around a loooong time ago. There isn't a way to get this one back now. It wasn't actually very good anyway.

I kinda liked the 3d radar, made things interesting.
