I toyed around on the test server with an Apoc, a load of 1600 plates, DC II, active shield resists, and with nos in high slots.
What ship out there, that is cost effective, can be tanked in armor, shield, and hull to load out to be a massive rock? Huge hps and big resists. Something that doesn't require boosting or repping.

Hmm.. first off, don't mix tanking types.
An Apoc can easily tank any mission, as long as it doesn't have to do damage at the same time. In missions, its all about resistance. The higher the better. 2nd is the armor reppers.
I would suggest an Armageddon because of its 8 low slots. Fit 2 L reppers, 4 active hardners (or more), EANM and perhaps a DC. Meds with cap rechargers. But Geddon has low CPU and grid.
Apoc might be better due to its increased capacitor. Abaddon might be better yet due to its natural armor resist bonus.
Try them out and see how much they can take

Id probably go with the geddon aswell. Or why not the rokh?
Fact is just about any ship can be used. It all comes down to what youre trying to bait. Passive shield tanks are golden for this, and thus the myrmid would probably be one of the best ships for it. On the other hand, it can be identified as a bait pretty quickly. And if theyre in smaller ships and gangs, the myrmid would not be attacked wheras the apoc would.

Its a command ship, so people consider it easy to nos - With no cap, its dead - except when setup to passively tank. When ya do that, its tank is rival to none. The other week i tanked a thanatos + several domis with ease, and that was with no cap, ecm, sensor dampening, and probs being painted too.
Plus wont set you back more than 150 mil.

The Abaddon makes the best bait ship. I don't know why people are saying the Geddon, that's the last of the Amarr BS that i'd choose. ---

The Navythron can almost undoubtedly tank a gang of a decent size until reinforcements can get in. The Dominix can also work for this role, but its lower starting structure makes it less optimal; the nice thing about it is that it allows you to use drones and still put out some damage. I would most likely fill the highs on either with NOS, though a Thron can fit some guns. Once the shields go down, you don't need any (notable) capacitor to run the tank. It's extremely hard to get NOSed to the point where a damage control turns off for more than a moment at the most.

I would say Abaddon as well...but if you use a CS probably a Nighthawk or Damnation.
No one really respects the amarr ships so stick to them when using 'chum' :)

fleet command ships with tanking bonuses come to mind. So gallente one (damn if I can remember the name now -- not the astarte :S )/damnation/claymore/vulture. All have great tanks, however the vulture with a passive tank would probably be IT. It might not look like a bait ship after all. Jump in a hyperion/abbadon you can pretty much bet your arse that it's gonna be bait.
