im wondering whats the best of the 3 to do missions in?
what does the most damage, tank etc for lvl 3 and lvl 4 missions? with rigs offcourse

Always the Raven. Can generally tank more, and does far more damage. The Cerberus is good against Guristas cause it's smaller size protects it from much of the incoming torpedo and cruise missile damage.
Drake is good if you think you're hot and you want a challenge.

the drake for level 3s, its tank is afk level 3 worthy. and the dps beats the cerb as it has 7 launchers and the cerb gets 5.
the raven for level 4s, sure the drake can tank it but the raven just does so much more damage with its torps/cruise.

well cerb can use HAMs much easier then drake and has 2 damage bonuses so can be fitted to compete with a drake dps and with the BC passive tank nerf the cerb might catch up a bit

ive known different people use all 3 for lvl 4's, one guy sat there complaining in local that it was taking him hours to do a lvl4 in a Cerb....... 
Drakes have a good tanking ability, but for sheer power - use a Raven, as Mr Jackson once said in the rather shabby film 'jackie brown'

A BS will out damage anything below it. But they wont out tank them.
I use a T2 crusier for all my lvl 3s and now my lvl 4s. I took a BS in and is did kil the rats faster, but took 1/3 more damage.
I went back to my T2 cruiser
Hmmmm signature radius springs to mind there fella about a bs taking more damage

I still use a Manticore for lvl 3s and a Rook on a few of the nasty ones.
Dont even need a nightkawk

I've been using a Drake to do LVL4s. I'd been considering switching to a Raven, but the more I use the Drake, the harder it is to let go of it.
With the right skills and the right setup the Drake is an excellent mission ship. Check the forums for good setups, which you can tweak as you go along. Also, always make sure to check a mission before accepting it as always.
The only thing like others mentioned, because of the superior tank it'll take you a while to go through a mission. It normally takes me ~2-4 mins to kill 1 BS. But Cruisers and Frigs die fairly fast.

The thing about the drake is that increasing your tank beyond a certain point in missions won't yield any returns. Increasing your DPS however will always yield results, faster mission times etc.
We've yet to reach a point where you can one volley every ship in a level 4 mission

For lv3s, Drake or Cerberus, both breeze through lv3s with little trouble. Cerberus is however more expensive and more skill intensive - without very high skill levels its just an overpriced Caracal.
Both the Drake and Cerberus have trouble with DPS in lv4s - use a Raven unless you have alot of free time.

The Cerberus may only have 5 launchers, but the ROF bonus will easily push it well past the drake in raw DPS. This is esp. true if your target rats have high kinetic resistance, preventing the use of the +kin damage bonus.
The Drake can probably field a better, and at the very least - much easier - tank than a cerberus can. Both, however, can easily tank level 3s, and can tank level 4s with skill and ISK.
For level 4s, the Raven is king. Cruises will bring down battleships much faster, it has a large dronebay for caldari, and plenty of midslots and lowslots to get a sick rat-specific tank. A skilled nighthawk pilot could probably at least match a ravens performance in level 4s, but thats by far the most skill intensive plan.

Err, what? They both have Kinetic bonus. 5 launchers with max ROF bonus is 6.67 launchers. Still less than the Drakes 7, and that's not counting the drones a Drake can carry.
Range, speed, and size are advantage Cerb. DPS is not.

I second the NH vote above. No faction gear needed, and supposedly by those who have run the math, about the same speed as a cruise raven for killing stuff.

Missions have little to do with ability to tank damage but infinitely more value placed on the value to deliver damage.
Missioning is a way to generate isk, and unless you are one of the few that simply like the process and experience of slow missioning, your objective is get in and out as quickly as you can.
Having said that, once you pass the MINIMUM level tanking ability needed to complete all level 4 missions, you are wasting your time as it should be placed on delivering damage as damage output is equal to time saved while running missions.
For this reason alone, the Raven is the undisputed king of missions when we are speaking specifically of Caldari ships and the BATTLESHIP in general when referring to any race.

Just wanted to add in, that with the Damage a Raven can put out, you can sacrifice some of the tank, as DPS will be your tank.
The faster you kill things, the less damage you take, so it's a nice balance you need to find.
Sure, you COULD run missions in a Cerb, but honestly, why put so much time into a ship that can be so easily beat out on performance by MUCH cheaper ships that need a lot less SP to fly "effectively"
Take the missile skills you apply to the cerb to make it a high dps ship, and apply them to a Drake, and the Drake wins. Plus, the tank on a Drake is probabally the easiest tank in the game. Please don't use a Raven on lvl 3's, you'll actually slow yourself down. I ran lvl 3's faster in my Drake than I did in a Raven, just because the cruises have a harder time killing the smaller ships. For lvl 4's, Step up to the Raven when you are confident that you wont explode. Nothing says game over like losing a rigged T2 fitted Raven in a lvl 4 mission due to an accident or bug (full room agro ftl when you add lag into the picture)
All in all, I'd go Drake for lvl 3's, it's fast, it's easy. Bump up to a Raven when you can for lvl 4's and it'll be easy. Sorry, but the Cerb just was never a viable option for me for PVE.
