I think alot of comments are missing the distinction between 'TECH 2' and 'TIER 2'. These aren't a new class of ship entirely, they are just another destroyer for each race, requiring destroyers II or III to use, not destroyers V.
IF we see tier 2 destroyers they'll probably copy how the rest of Amarrian ships are designed. We have a laser boat (Executioner, Omen, Harbinger, Armageddon), we have a tanking machine (Punisher, Maller, Prophecy, Abaddon), and we usually have one or more 'specialized' machines with odd range or neut or drone bonuses.
Looks like our tier 1 destroyer, the Coercer, is either the odd man out, or the laser boat. I'd bet it was meant to be the laser boat, even if it doesn't have a 'small energy turret damage' bonus.
What would an Amarrian tier 2 destroyer look like? Here's my take. Love the name 'Prior', by the way.
6 high slots [6 turret hardpoints, 1 launcher] 2 mid slots 4 low slots (possibly even 5 lows and 1 mid setup, though I prefer at least 1 mid)
10% bonus to small energy turret capacitor usage 5% bonus to armor resistances -25% rate of fire for all turrets (shouldn't be necessary) 50% bonus to optimal range for small energy turret
The DPS on this machine is much lower than the Coercer, but the tanking potential rises with the extra low slot and the bonuses. This is more in flavor with CCP's design scheme for Amarrian ships.
They sure do need to revamp destroyers, though. We could use an actually useful weapon on the frig fights FW is supposedly becoming.

8 standard launchers for a destroyer is overpowered as alpha would kill most frigates. 8 rocket launchers however.....

8 high (8 missle) 2 mid 2 low intended as a rocket+mwd destroyer
reduction in mwd pg use. high cap capacity, long cap recharge. can use mwd in long pulses then coast into range and open fire
very low grid to prevent fitting of standard launchers. mapc....crap.....umm...we're gonna have to slap a silly penalty on this to make it work: +50% to power grid requirements to all missle launchers except rocket launchers. perhaps a -25% damage to all missles and +10% to rocket damage per level.
gah, help me out here.
we really need a hardcore rocket destroyer. work with us ccp.

hmm, a bit off topic, and not trying to hijack your thread, but how about a tier 3 kind of destroyer also, the "salvage destroyer" since so many people use it to salvage, give it some bonuses to salvaging untis and tractor beams, like maybe a 50% range and velocity bonus of tractors, and give it a 20% increased chance of generating salvage (so, it wouldnt be as effective as a marauder lets say, because lets face it , an 800million dolllar salvage ship isnt something that just everyeon can easily get or train for

Could comment on other races but i wont be as accurate as when discussing caldari. Your idea is nice, but this ships layout is wrong for manny reasons. First you maped the cormorant and changed turrets for launchers. Also the destroyer should be able to fit all of its highs with guns/launchers. Again, caldari is about range, so a ship like this, either missile or rocket without range is impossible, as you cannot tweak your range like you do in guns (with range scripts) and rigs will only take you that far.
The R0f bonus is out of place in a ship that can fit rockets. More in line with caldari would be a shield booster bonus, or resistances bonuses to shields (ill take the 2nd thx, shield boosting in anything but a raven is no no) What you are giving us here is basically a flycatcher but worst. I would rather have: 8x high slot: 6/2 4 med 2 low bonus, 10% missile velocity, and 5% kinetic dmg per lvl. and maybe a bonus to rocket explosion velocity or some kind of shield bonus(5% shield capacity per level would rock)
On a side note about the coercer, it CAN tank, at least in destroyer standards.
