When is it ok for me to attack pc at a gate, what value does my standing need for concord or an empire to be considered an ally? --------------------------

When you are at war with them. When you are more than 55km's from the nearest sentry gun and in 0.4-0.1 space and not at war. Any time in 0.0 where no sentries live. If you are attacked first it is always ok to shoot back.
Standing wise I am unsure as to how Castor affected the values for Concord and NPC's attacking you in safe space

but if you kill your attacker's ship and splash damage/shoot at their pod...then the sentries will pwn j00, because the pod isnt an agressor anymore or whatever. At least thats what i read in another thread :P sux tbh

So take-down the players ship and then move 60 km away from the gate turrets and launch cruise missiles at pod - pods move pretty slow so assuming you got an MWD and AB this should work nicely.

Correction to the previous post...in 0.0 space sentries won't shoot you if you are fighting at a station. i'm not sure about the ones that are now at a few gates out in 0.0 space because i haven't fought there yet...you can even sensor dampen a station in 0.0. just don't warp scramble it  |

In 0.0 space, what you do is up to you, no one can tell you different, atleast, no NPC can.
When fighting next to a stargate in 0.0, there are no sentry guns to stop you from engaging someone.
When fighting next to a station in 0.0, there are sentry guns, but are faction/corporation based. They will only fire on you if you cause splash damage to the station and/or if you have a -2 standing with that corporation that owns the sentry guns.
As for .1 to .4 space, attacking at a gate within 55km of a sentry gun, you will be fired upon by the sentry guns. Same goes for stations.
If you are 60km+ away from the sentry guns, they are unable to lock you, disenabling them from firing on you. Although, don't go within 55km for about 15 minutes, or they will remember your actions and begin firing again. Same goes for neighbooring stations.
In .5 to 1.0, CONCORD will spawn on you, regardless if your 60km+ from sentry guns or not.
There is no way as of now where you can ally with CONCORD, preventing them from firing on you, and I doubt there will ever be a way.

Security rating drops to -2.0 and you can travel in 1.0 space and below. Security rating drops to -2.5 and you can travel in 0.9 space and below. Security rating drops to -3.0 and you can travel in 0.8 space and below. Security rating drops to -3.5 and you can travel in 0.7 space and below. Security rating drops to -4.0 and you can travel in 0.6 space and below. Security rating drops to -4.5 and you can travel in 0.5 space and below. Security rating drops below -4.5 and you can travel only in 0.4 space and below.

Is that because that particular system is still under sovereignty eg EFU (Amarr Sovereignty)is 0.0 with guns at the gates, and they act as if you were in 0.1 to 0.4
