These are the Bloods in Omens. I never got to see one in a spawn actually, although it's said one exists out there, and possibly a Blood in a Maller too. I certainly never heard one in a belt, and not before the Castor patch. Back before the patch, the most common Blood cruiser is the Arch Reaver in the Augoror followed by the testy Blood Arch Engraver in an Arbitrator.
Then patrolling in a 0.1 system in post Castor patch EVE, its the first time I caught one in the belts---the Arch Templar. Sadly it's only a 40k---Angel Marauders and Sansha Beasts are worth more bounty, and killing it yields a few items including a Heavy Pulse. Despite the lack of challenge, it did make my day, for it finally answered a question in my mind that's been there for months---is there really a Blood in an Omen out there? Now maybe perhaps after the patch, Arch Templars now patrol the belts of low sec areas inhabited by Bloods?
I really wonder if there is an "Arch Prophet" out there---a Maller.
Unlike other pirate factions, Bloods reside only in Empire space, and so is their main sovereignty. That does not leave much to hunt them on. I figure that since there are Bloods in Armaggedons (Spirit Sage) and perhaps in Apocalypses that appears in missions, Bloods in Mallers and Omens would appear in missions as well. But I don't do missions.
There is another type of Blood NPC called the Old Patriarch, which is also in an Omen. It sits in an abandoned temple with another Blood NPC called Old Priest, which is an Augoror. But shooting the NPCs, will get you 0.0 damage, even with effective hits from tachyons. Neither will the NPCs attack you. They just sit there. I figure out these frozen NPCs in this spawn are only activated through a mission. It's the first time I've seen a spawn like this. They don't even have bounties in their infos. A puzzle indeed. (For those who know what I am talking about, please fill me in.)

I bumped into a Blood Maller in Efa, dead end system 0.4 ibelieve , in the khanid sector i think. It had 2 Augorors as wingmen. Im still yet to see a pirate Arb or Omen.
Mostly though its lots of frigates, just met them the once and got a lil bit of a kicking.

I bumped into some Omen rats in Delve. They do exist ^^
Actually, tons of bloods, from the lowest frigate to the apoc, saw them all, and ran too

Blood reverant, blood sage, blood arch reverant, killed them all.
The reverants and the arch reverants can get pretty mean when they spawn in groups of 6+

killed 2 blood omens, a blood maller and have been scrambled and killed by the arbitrators (they met my armageddons tach's later though )
got a skadi coolant off one of the omens (given to me by my wingman siddy)
kool ships, not that tuff if u prepared and arent flying a thin hulled ship. they do exist, just hard to find
found all those in the same .4 system by the way

My R&D agent has sent me out 3 times to kill a group of merc's who have been stealing his research tools. These have been a Rat Omen with 2 Punnys as wingmen.  These are no match for a Maller.

I've seen all 4 Amarr crusers flown by Blood Raiders at various times in .2 space. not often though. The Mallers and Omens are actually slightly dangerous if you're in a cruiser.

yes... i sawn Mallers omens and ßll of em .. they do spawn in 0.4 systems
i kept my Maller rat alive for long time (i was testing my tank)
but then Deep spacer jumpped in and killed it :(
