Im using kinetic ammo but its doing really rubbish damage is this the right ammo to or would EMP be better ?

Generally speaking, Gurista are going to have explosive and EM as their strongest resists, so EMP is just about the worst option. Kinetic is usually going to be their weakest, followed by Therm, but because of the higher base damage of Phased Plasma, that's nearly always going to be a better option than Titanium Sabot. (The above applies to the short range ammos. I'm much less familiar with the long range choices.)
There's usually a wave or two of higher grade NPCs in the blockade missions that have very tough tanks, and I kind of wonder if that's what prompted your post. It doesn't really matter though--Thermal or Kinetic will take them down faster than anything else. * * * In the beginning the Universe was created. Yeah, the 'Dire' Pithi rats have much higher resists than regular Guristas. Tough buggers to kill no matter what ammo you use.

At least in the level 2 blockade mission, the dire pithi NPCs haven't dealt much damage if you keep them at >15km.
I usually ignore them if one of the long range damage dealing cruisers is spawned. Take out the cruisers and swarming NPC frigates first (give priority to the jamming frigates), keep the dire NPCs away and take them out last.
Also, don't get too impatient and dive in to get the mission over quickly. The Blockade works well with the "go in a straight line away from the spawns and string the NPCs out in a line behind you" tactic.
But then my combat skills suck (in game and out!) so I do what I can ;-)

Yeah I am trying to kill dire pithi's in an Ishtar with t2 Mediums and no matter what drones I use it takes forever. You could always try webbing and/or target painting to make for sure you're doing max damage...

Their resists aren't better, they just tank like crazy. The ten seconds it takes to reload while pounding one can give them enough time to recover a full half their shields. When it comes to a mixed group of Pithi Feroxes and Dire Pithi Moas, I'll shred the battlecruisers first, they die faster.
