Sorry for the noob questions - but if I salvage some items (eg. Fried Interface Circuit) - can I repair this to Interface Circuits ?

I don't think you can. The undamaged (and far more valuable) salvage comes from t2 wrecks. You'll need salvaging to be at level 3 in order to salvage these wrecks. T2 wrecks are wrecks of "elite" npc rats (dread guristas, dark blood raiders, true sansha's, domination angel, or, I think, shadow serpentis).

Salvaged items are used to make Rigs (which are like implants for your ship) - it's odd that they're referred to as being damaged because I agree it does sound like you could repair them!

T1 rigs use the damaged salvage components as part of their material requirements to build. T2 rigs require the undamaged salvage bits that are only available from T2 wrecks.

Damaged in this sense means they've been subject to an explosion - not that they can be repaired.
You can sometimes get un-damaged components and these are separate items in the market.
To put a role-play spin on it:
Damaged components come from t1 wrecks. Think of it as t1 ships are less robust and the parts get damaged.
Undamaged components come from t2 wrecks - I think of it as t2 ships are stronger and the parts survive the blast.
Damaged components are then used to put put together a t1 rig. t1 rigs are not that great - so you only need broken/damaged parts to make them.
t2 rigs require better components and you need undamaged parts for these.
I find that thinking in role-play allows me to remember it. Try making up your own role-play explanations for things and you'll find the info stays in your head.
