Q: is it wise to train the new skill to 1 (buy it and start it) even if you are going to work on a different path? (in other words) does lvl 1 in an advance skill help, or does it give the system something else to check "Against" for success/failure...

Such as - depends ...
e.g. advanced spaceship command does not help none capital ships.
what skills are you thiking of -- BIG Lottery, BIG Deal, InEve & Blog

industry related, and manuvering.. i am working on Evasive manurvering 5 (16 hours to go) but it opens other skills. should I spend the money and get the skills? hmmm i'm not saying this right.
am I better off with lvl 1 in an advance skill, or not training it at all? will the low skill lvl penilize me in any way, where as not having it, it defaults to the main skill at lvl 5....

I'd train the advanced skill to a couple of levels if it helped me in any way.
As the first couple of levels of a skill are usually fast to do anyway and every little bit helps!
If the advanced skill didn't give me any advantages I wouldn't bother.

Industry Related, mass production 5 - may as well get a few levevls of aadvanced mass production - it's usfull
if you do refining then RE 3 or 4 with the specialised ore processing helps [you will not need RE 5 for lower end ores to get 100% back
generally if the other things have no effect on what you do then don't worry about them - though that's not what I do [as I will always train a skill to level 1 if I can] [well waiting on one skill as it's expesive so need funds 1st]
