First post about my setup, but I wanted to see if anyone had any constructive input before I start skilling up for it:
Ishkur
Small Nosferatu II Small Nosferatu II Small Nosferatu II
1MN Afterburner II Stasis Webifier II Warp Disruptor II
Damage Control II Small Armor Repairer II Nanofiber Internal Structure II
5 x T2 Light Drones
It can run everything with the rep for 2 minutes, and when it gives out everything else stays on with a full capacitor after a little less than 40 seconds, then the cycle continues...
Smaller structure means better speed / closer orbit for me to mess with turret speeds of a target, disrupter for the longer range (if they have 2 stabs, it wasn't meant to be) and my drone skills far outweigh my gunnery skills, hence the nos over any turrets.
I also prefer T2 over named atm only because they seem cheaper in lowsec/0.0, and in the event I lose the ship it's easier to get into a setup I'm comfortable with for less ISK.

First, ishkur is fairly slow, staying within 5500m with an AB isn't practical. A web can help but that refers to my 2nd point - 2nd, with AF4, the DPS of 2 med drones and 3 lights really isn't much at all so having 3 railguns as well helps things a lot.
With that being said the ishkur is by far my favorite PvP frigate - what other frigate can kill a cruiser using remote sensor damps for it's tank? :D
My Ishkur setup is as follows:
3 T2 125mm railgun (antimatter) 1 small nos
1 1MN AB II 1 20km Warp disruptor (you could try T2 but its unnecessary and will probably eat your cap too quickly) 1 X5 web
1 small armor repair II 1 DMG control II 1 best named cap power relay
2 T2 med drones, 3 T2 lights (I go for hammerheads and warriors)
Alright, first thing on this ship, EVERYONE should be using a damage control for pvp. I see you are so thats a good thing. The ship has mega amounts of structure, adding a 60% resist to that gives you something like an extra 800 structure hp, not including the resists it adds to armor/shield, all for very small fitting requirements and almost no cap use.
The guns are fairly important for DPS if you want to kill anything larger than a frigate or a cruiser with absolutely 0 tank (see remote sensor damping cruisers listed above).
The ship is a blast to fly. With the above setup I absolutely destroyed a sensor damping celestis the other day (not a gank either, he attacked me, I got my drones on him before he finished the lock and damped me, he warped off at 25% armor before I even had a chance to get close enough to lock him again). I got attacked by a rapier as well and unfortunately he had me damped before I could send my drones on him, but I tanked his guns and drones for something like 90 seconds before I died. We convo'd afterwords and he said that if I had gotten my drones on him he would have died as he had no tank aside from the damps. The cap power relay helps your ability to run your modules quite a bit so IMO its a necessity. The nano isn't going to boost your speed by much with just an AB, I wouldn't use it.
Anyway thats my suggestions - IMO guns are important on this ship, and I prefer to use antimatter and keep a ship at 9km range or so, webbed, while I shoot with my railguns and sic my drones on them.

For PvP I'd replace the AB with a MWD, and the Nano with an Reactive II. Rigs would likely be astro rigs. Maybe a resistance rig as well.
Also I think you need to downgrade one Nos II to a "Ghoul" to make it fit, though it's been a while, so I may be wrong. (i'd also consider swaping the DCU II for an EANM II) ------------- The above user should never be taken seriously. |

2x Small Nos (any 8pg nos is good) 2x Light Electron II w/Null
1x Named 1mn mwd 1x j5 or better 20k scram 1x x5 web
1x SAR II 1x N-Type Exp Hardener 1x DCU II (swap for named if fitting skills arent maxed)
valks/hammers and warriors according to assualt ships skill lvl
mwd, 20k point and webby, along with a decent amount of nos. 2 blasters add supplementary damage. Hardener patches the resist hole, damage control adds huge amount of effective structure hp. Be careful around webs and bigger sized nos.

1x mwd,1x scram,1xtracking disrupter II
1x small rep II, eamn II, named pdu/cap charger
EDIT: oh and 3 med 2 light drones also
reason i use ac's is more often then not, im facing a ship with nos, and the tracking distrupter II's are so sweet against turret ships it should be illegal.
