i just undocked from the moon 8 station in villore and i saw 3 npc rats about 10,000 km away moving away from the station at about 1700ms anyone know whats going on and has anyone else seen this in any other system

In theory, rats can warp to anything that players can warp to normally (belts, stations, planets, moons, stars, etc.) but they're almost always limited to belts (and gates in lowsec). Occasionally, they will try to go to another belt or other object, but instead of warping there directly, they will try to MWD to it. This happened to me in a .1 recently, the belt the rats were MWDing to was 80AU away, thus it would have taken them about 53 years to get there at the rate they were traveling.

commen problem
happens a lot in 0.0 ( we rat more ) so we see more problems with them
also reagro them wont work and they wont get off grid quick ( grid sometimes then 1000km big )
rats they been on bit uncommen at gate's , rare stations, realy realy rare pos
