And it's been met? Since when is there a max number of people on the cluster and since when is that less than 21k people?

They're probably throttling logins so they can sort out some problem or another.

All hardware that exists today have physical limits, unless they are using hardware can make itself faster by itself, that will continue to be true.

theoretically, if a computer had AI and it learned quantam mechanics it could, theoretically, find a way (through electrical and magnetic adjustments) redesign the composition of the atoms and particles within its components into a quantam computer. Thus, creating a supercomputer thousands of more times capable than us or its previous form.

I could be wrong. 
However, there would still be unescapable limits to the number of connections and data thoroughput due to unavoidable physical phenomona such as the speed of light.
