Personally I think yes and I think almost 95% of EVE mechanics would transfer across.
Now keep in mind this would be like no fantasy game you've ever played before and would break many of the traditional features of fantasy games.
And now a quick list of the major features of EVE and how they translate
Skill Training: Traditional Fantasy is hack/slash/xp gain system, this gets replaced by EVE's time based training. simple. As in EVE skills are required to be able to you various items in the world. A Wooden sword would need Swords Lv 1 a metal sword might need swords Lv 3 and magic sword might need Magical Swords 1 and require Swords 5 as a prerequisite.
Equipment: Again traditional Fantasy every player has the same number of slots on the body to put stuff. I propose a change here so that in order to wear anything or hold items and weapons you need to don a Mantle. These mantles are the basis of this entire world and people can barely function without one. Mantle come in many shapes and sizes and the equivalent is an EVE ship. without a mantle you are but a POD and only able to walk around.
Mantles drastically change the shape of you character from a 2 arm 2 leg biped into a "6 arm'd 4 legged beast" or "floating swollen headed creature" "Huge lumbering 4 legged work creature"
Each form would grant you associated slots to put things Hi Slots = a free arm/hand , Mid Slots = items with special effects or non physical improvments (ECM shields = Daze and Magic Barriers), and Lo Slots = things which physical improvements (Overdrives armor plates armor reps = enhanced muscles, plate armor, armor regeneration)
Each mantle would have various numbers and types of slots with some mantles giving bonsues to certain activites such as combat etc etc.
e.g. a mantle might give 6 arms with which you could wield 6 swords (blasterax) or 6 wands of lightning (SnipeGeddon), some ships might only have 2 arms but give 2x bonuses to the item on the arm so you 2 armed biped might be more agile yet have more firepower than it would suggest vs a 6 armed but slower mantle that has more armor simply because its bigger.
This makes the game item focused so that without any items your character might be a 3 year old and uber but completely useless without a mantle.
Market , production , Rnd/invention , mining/resource gathering all directly converts over , production needs space in a workshop, workshop requrie money to rent , plents of boulders around to chip away at with the rarer metals found underground where nasties lurk.
Travel and Combat need some work going from 3D and warping/jump gates to 2D and walking, although since mantle's are magical by nature then point to point energy transfer to object which have sufficient size and therefore energy replaces warping. The world could be dotted with islands with only a small number of major land masses (High Sec) at the centre of course all the fun stuff is found on the islands (Low Sec) Jump gates are energy transfer booths found at the edges of land masses.
Capital sized mantles are able to trnasfer thie energy without the use of transfer booths hehehe
Player own Garrisons (POS Towers) can be setup in low sec and need materials to maintain. control of a region is required to build a Castle (station) :)
hehehe anyway just some random thinking but damn it would be nice to have a Fantasy MMO that dosent follwo the traditional formulae for once.
I mean imagine a Fantasy MMO where your not locked into being a Fighter Mage or Rogue given enough training time. a Fantasy MMO where a group of 5 1 month old characters (lv5-10's) can beat the crap out of a a 3 year old character (Lv 80's)
hehehe ah well maybe CCP will turn fantasy in a few decades

Give CCP some credit. Whatever their shortcomings, one thing they don't lack is creativity. Your ideas, while possible, are simply too derivitive. Eve is Eve - why would we want a fantasy shell for it? It probably would be just as good a game had they originally built it in such a genre as you describe but it wouldn't be any better and there is no need for such a thing now.
CCP is working on a World of Darkness MMORPG. I expect it will be as different from the mainstream as Eve is but also just as different from Eve.

Well, there would be one major, game-breaking difference: if EVE were a fantasy MMO, I wouldn't be playing.

It would work but what would be the point really? Isn't fantasy already overdone? There are already games that would come close if you gave them time based skill training instead of skill training based on use.

There was a game somewhat like a fantasy version of EVE with emphasis on pvp and freedom to change the game world: Shadowbane. http://en.wikipedia.org/wiki/Shadowbane The graphics are nothign to brag about (think EQ1 or maybe a bit worse) and the server population is extremely low, but its free, and you can level to 60 fairly quickly, so like eve, there's not much grind, but unlike eve you can reach "endgame" in terms of skill progression.
You could build castles wherever the terrain allowed on certain continents. You try to build them near the best hunting areas, like in eve where you try to control the most profitable systems. I know you could also own NPC merchants (shops set up in player built castles) but I'm not sure on the details of this. The economy wasn't as good as EVE.
Too bad the game never really got off the ground, and there's not much point to pvp if nobody's around.

You could reskin EVE and make it work for almost any space mileiu:
That could include the following:
Spelljammer (from the old AD&D 2nd edition)
Dragonstar (a fantasy space opera based on D&D 3rd edition)
Star Wars (Outer rim basically would be low sec, 0.0 the unknown regions etc. You'd do sec status based upon the Galactic Empire)
Star Trek (You would probably do sec status from the point of view of the Federation, The Neutral Zone would be essentially 0.0)
Babylon 5 (You'd do sec status according to Earth)
Battlestar Galactica (Okay with the fall of the colonies in essence there is no safe space at least from the colonists viewpoint. Its not been revealed where the Cylon homeworlds are/where, in essence your looking at space that is almost entirely 0.0 )
Andromeda (You could actually duplicate this too, most of the time they spent in what I'd consider low sec or 0.0, but there was clearly safer space)
Firefly (Probably base sec status on the Peacekeepers)
Battletech (Well in this case Aerotech, you'd concentrate more on the movement of navies and such, you'd probably do sec status depending on era, but I'd probably do it in accordance with the Houses.)
The system is open enough that with some reskinning, graphics change and only minor skill change you could make it work for almost any space system. Now getting the rights to do so would be very hard.

Following the OP's suggestions, why not have recipie mobs, that players can kill and skin (salvage). Once skinned, they can combine the recipie's and make a jewlcrafting item they they can put in a free jewlcrafting slot (rigs)
Also add in alchmey so people can make potions (boosters)
