Look around in different regions, I've seen it in the market for sale. It was 400k, needs Ref 5, ref eff 5 and metallurgy 5. |

Not sure that it does at the moment, I think it only has an effect if the station has a substandard refinery, and as the different levels of efficiency at stations hasn't been implemented yet it won't gain you anything at the moment.
I have refining 5, refinery efficiency 4 and I get 98%+ efficiency, and as I have good standing with the corp they take nothing. SO im pretty sure that currently scrametal won't be of use.

its a specilized skill for refining loot. like scordite refining ti grants an extra bonus in recycling waste from loot. like 5% per lv i think
