need 1 hauler with 3 of the biggest cargo containers, and 2 probs or other hi cargo capacity frigates.
find a system with at least 1 clear belt ( 4 to 5 belts with 1 clear is easyist ). belt hop with in 40k and warp to the next belt ( the belts with rats in it) then go to the belt your minning in (after you have been to all the belts with rats in it ) pick up the ore in the can the other person was minning take it to your ore depo then head back to the belts with rats and start again. ( you should do the belt hoping every 3 to 5 minutes as it seems that if you keep the rats attention they dont warp from belt to belt )

What it basicly boild down to is if you can belt hop to each belt every 5 minutes or so the rats stay put and they them selfs wont belt hop

oh youll also need to set your self up a depo by say warping 2 au out ( warp to a moon and make a book mark in mid warp) that way if no one knows the exact location of your depo not even player rats kin find you

though i only did it for 9 hours at the same belt and the next day for 4 hours at the same belt in another location it seems to be quite effective

He must have one fast connection, I know I'm on a pretty fast Cable connection and I lag to high heaven on NPC spawns in 0.0 space and die warping in at 60km.

I use a Stabber with expanders. Don't need to belt hop though. I find a belt with no rats and commence to mining Ark/Bist. Usually I can warp in/out of the same belt 3-4 times before the rats warp in on me and I just warp out. Works every time

I warped into a blet in LSC-4P in a puniher at 60km and still got blown up, but there was a spawn of about 42 of them there, could have been why I lagged so bad.

Some pirate Psychopath from Biomass told me the same thing when i used to Lurk in 0.0 with 2 mwds.(ehem like you'd catch me anyway) Why is it when someone is doing something clever and right and something that doesn't kill someone a griefer/pirate bloody griefs them for that.

And if his BM is in the middle of nowhere, what difference is a scanner gonna make?
You might be able to see him/her on the scanner but you wont be able to get to him, unless you have the exact direction and a few hours to spare.

From a technical point of view this may not be an exploit (he's not abusing the grid, or some bug in the code etc.) ... but I'm pretty sure CCP didn't intend for it to be possible to avoid NPC spawns completely just by hopping from belt to belt. Ergo, to do so, is to exploit a weakness in the system. We know from experience that that is CCP's definition of exploit; there doesn't have to be an abuse of any bug involved.
So I suspect they won't look very kindly on this.

This is how I see things:
Chaining = Killing pirates and leaving one alive to call for backup, makes sense so is legit
Grid ab(use) = warping from one side of the belt to the other but due to the game's decreased visibility you will have an advantage you're not supposed to have = clearly an exploit
Keeping the pirates occupied or at least distracted while someone else at a remote location extracts minerals = makes sense too, why should this be an exploit?

LOL if you are bating an enemy, while your friend goes around the back way to attack or take something... you call that an exploit? i call it stupid AI thats what i call it... and CCP hasnÆt improved the AI for npcs hardly since the start of the game...
if you just make someone chase you all around while your friend gets away that isnt exploiting and in this case he is mining
If you call this an exploit then there is a much bigger list of other tactics that would fall into your ôexploitö area before this one does.
I think it used to work pre-caster too the only thing is that the npcÆs had to lock you and you might have to get them to lock you too or fire a few times and you had to keep them within a range and they didnÆt hope a beltà but pre-caster nobody cared about this because the npcÆs were so damn easy!!
Now someone finds this out and is using it as a tactic is being called an exploiter

it doesnÆt matter if you make the npc's run after you or if you can tank them and keep them busy its same thing just done in a different way
seems like people call everything an exploit that might be some strategy to something even if it doesnÆt break any game mechanics
but of course its CCP's call and it will be up to them, but either way its not an exploit support Idea: QuickInfo an alternative to ShowInfo
