Mmmmm tech 3 
Right so I was thinking last night, re-reading some of the EVE Chronicles and short stories (ruthless ftw). I don't know how I got thinking about the Jove and tech 3, but I had this funny idea.
What if, some time in the future, jove space was opened but the jove themselves were MIA? There was no trace of what happened to them (until maybe there was a jove expansion in 2015 or something  ) but they left behind exploration sites, archaeology and hacking, maybe even some cosmos type dungeons, that the various factions (pirate and empire) were all fighting over.
A cosmos arc might give the players some idea of why the jove left and to where, while the other mini profession sites provide ingredients for tech 3.
To avoid a single region being the bottlekneck for all tech 3 production, you could add some tech 2 exploration probes that can scan a new sensor type (jovian) and add exploration sites throughout eve.

I do like the idea of jove opening up but Im thinking it should be for a different reason. I think a part of jove space should be "captured" by pirate groups in deep space and this particular section of space should have ancient relics hidden detectable by scan probes left behind the jovian ancestors dating way back from earth days when the humans first found eve. The relics should supply information showing the nations their common ancestry... and their common enemy the ones who closed the wormhole. Then the empires join together and launch a fullscale war... AGAINST THE JOVIANS!!!!! DIE MUAHAHAHAHAHA.... okay im done.

To me, tech 3 should be obtained through planets. I am really really more excited about atmospheric fligth and planet interaction than walking in stations. I wonder why devs left this part away :/
Suns could be an idea but to get close to suns, I think you would have to get Tech III items. And own the system, maybe. Hmm... Tech 4 ?
