Apart from Hi-sec greifing, NO ONE uses them in 0.0 because they are a waste of a slot.
Allowing them to be used while cloaked by cov-ops would bring some usefullness to them.
Does that battleship have heavy NOS? how about an MWD? You then could make tatical choices wether to send in the inty or heavy tanked webber to lock him down.
Now parking a cov ops a few systems out if your POS is in danger of attack would give you the ability to see which ship has the cyno gen on it and gank that one first.
Increasing the strategy both sides have to use in seiges and assaults.

I have no idea how this would be properly implemented, but I'm in favor of it.

Actually I use them to get giggles out of peoples ship setups in Oursulaert, but it does sound like a good idea for cov-ops.

Sometimes I'll use the ship scanner in low sec and 0.0 just to see exactly what People have on their ships if theres already a battle going on. If your in a gang you can afford to basically waste a slot on this.
People tend to follow a pattern and fit the same setups time and time again. You can rely on this, not 100% but the majority of the time its true.
Sure you can probably guess what someone has fitted (probably even just look on the forums and you'll find them asking for a setup), but sometimes you just have to make sure.
Perhaps this could be a bonus on recon ships to offset their crappy cyno bonus which realy should be something like 95% reduction or something. Let recons scan ships while cloaked.

Heh, you see lots of interesting setups, some good, some bad and some funny. I fit a passive targeter as well though so they don't panic (although maybe if I didn't they might try shooting at me...)
