I don't know if I should, though. I hate my avatar, and to a lesser extent I feel like my name is poorly chosen. I also feel like my skill points are kind of scattered, though I feel like they are I don't really think they are. I wasn't expecting to get serious with EVE, but now I am. Here's all my current info:
Gallente / Intaki / Reborn / Soldier Skillpoints: ~1,630,000 (Different than inEVE because this includes the skill that is still in training (Mechanic 4)) Stats: Int: 14 Per: 12 Char: 6 Will: 12 Mem: 19

That's the thing, there's nothing I'm really going for. I guess that's the main reason I want to start over. My character is still young enough that he was more of a learning experience than a waste of time, I think. ________________________________________________

With those stats (high Mem), I take it you haven't finished your learning skills yet? What are your base stats? With that few skillpoints, you're only losing, what? A month or so.
At the end of the day, if you're not happy with your character, then it doesn't really matter why, I suppose. By all means, start afresh. It's a long-term strategy though. Still, at least your current character can fund your new one with implants, ships, etc, to make up for lost time.

i rerolled despite having about 8m SP and i actually dont regret it.
the money i got for the char payed for several months of playtime and some nice implants that increase learning time.
while most will say its not clever i say just do it. 1.6m is really not much. u get that back in max 1 month and will be happy about your new face and name :P
(sold mine for pretty much the same reasons u have)

I'd prefer to use some nice +4/+5 implants to actually decrease the learning time instead :D

well when you dont feel well with your current char do a new one, but youve just stared and havent done your learning yet. Thats the most boring time in eve. Cause doing the learnings is something that helps u in the future, but you are not able to board new ships nor modules.
My advise would be when you want to start a new char, do it asap, but the first few weeks in eve, when your are doing your learning will stay boring.
When you want to go somewhere, how about checking what is there, check the profession out there and choose one, when your current char fits for that, you have at least some skills done.

IMO start over.
If you're thinking of doing it, you're gonna do it sooner or later. Most important thing is being happy with your avatar. So do it before you're SP gets higher. Right now you're gonna loose less than a month of training.

Imo its not about the avatar... I mean look at me
But if you feel that your skills need a redo then id say go for it, make an alt on the same account and dont delete this toon, you might have some use for it later.

I would start an alt and start working on him. The simple reason is that when you are not happy with your name and your looks, there is only one thing you can do in EVE. Create an alt and use your current char as a corp spy
Anyway, you are what 1 month or so into the game, you will just get more iritated with your looks and name and the option to start over will become further and further from a real posibility as you continue to gather skillpoints.

Gallente/intaki/reborn is Per 3, Int 8, Mem 11, Wil 6, Cha 6 base attribute spread. You seem to have NO implants plugged in at all. NONE whatsoever. You also seem to have picked +3 per, +1 mem and +1 wil at char creation, for a base P6/I8/M12/W7/C6 character. You true attribute values are now Per 12.72, Int 14.84, Mem 19.08, Wil 12.72, Cha 6.36.
That's not QUITE as bad as it looks, especially since you could/should focus on learning first AND GETTING IMPLANTS. You already have all the prerequisites for +3 implants, they are relatively cheap (or get the +2 set, under 20 mil total). Finishing up all basic AND advanced learning skills to L4 (even basic charisma, leave advanced cha at L2) and pluging in a full set of +3 implants (again, maybe just a +2 charisma) should make your char's attributes become:
Per 18.36, Int 20.52, Mem 24.84, Wil 19.44, Cha 15.12 Not the best possible character, but decent enough.
Of course, by far NOT the best for pure combat. Instead, decent for mining/industry, and moderately good for drone skills. For a gallente combat-oriented character, you'd better pick Gallente,Immigrant or Jin-mei,Jing Ko. ___
Truth be told, Gallente characters have probably the crappiest possible attribute choices out of all races.
You're much, MUCH better off with (for instance) an Amarr Khanid Cyberknight, Engineer. It gets P11/I6/M4/W8/C5, which you can supplement with +3I and +2M for a P11/I9/M6/W8/C5 to-BASE attributes char
It also gets +4I and +2M from the career choice, for an actual "effective" starting attribute spread of Per 11.22, Int 13.26, Mem 8.16, Wil 8.16, Cha 5.1 on top of L3 science (so you can train Cybernetics L1 right off the bat, and plug in a set of +3 implants).
It also has a very good selection of engineering and armor tanking skills (which are good for Gallente too), is almost ready for "Assault Ships" skill, and has minimal racial-bias skilling done (just L1 racial ship/weapons), so you might as well spec it in Gallente instead. _ New char creation guide | Module/Rig stacknerfing explained |

I made him yesterday, he had almost the same start as my old character. In fact, the only thing I changed was the extra points. I definately like this character's avatar and name much better than my old one, but I feel I'm already going down the same path. :( I could start over again and only loose a day or two, but the problem is, I already jumped the gun and bought this guy a full set of +3s. (Minus Charisma) So dumping him would hurt. Though it MAY be even better to create another new character and start completely over. I'm 6m short of another +3 set. If I could get that 6m, I could start a new character with nothing other than a +3 set. Starting on this guy with over 40m in my wallet and +3 implants just felt kind of odd. ________________________________________________

No biggie starting over, especially at the skillpoint lvl you are at. Pick a good name ie. one you like and distribute you attribute points evenly a bit less in charisma.
Voila, a rounded character that can train just about everything at the same speed. Hells
Let me liberate you of your T2 mods. T2 mods are dropping in price, because of invention?? No its because of pirates. |

I'd start over just because of the stats. You've got way too much mem for a combat char, and if you were to reroll you could probably make up the lost time within 8 months. To better plan your stats out ahead, look here.
Your current skills are not scattered, they're all required for an effective combat pilot. And if you were to reroll, you would certianly end up training them all again.

Your stats are fine. You can make a new potrait (same sex and race) and have it moved over for a fee. So, except for your name which you don't like, you've got no problems.

Your old starting stats were 8/6/6/7/12. It was a little low on perc and a little high on mem, but wasn't the end of the world, and you could have just trained lots of drones or something. There's some thread that lists optimal starting stats for the average character but I don't know where it went...
