For a caracal:
lows: 2x BCU. Increases your damage output quite a bit when you have low skills
mids: 1x AB, as many large shield extenders as you can fit, mission rat specific passive resists for the other slots. L1 and L2 damage is so pathetic this tank can handle anything thrown at you.
highs: as many heavy launchers (arbalest if you can afford it, limos if not) as you can fit. Fill the other slots with assault launchers. Don't forget to use kinetic missiles.
If you've got a few ISK step up to a battlecruiser. A Drake can really snooze through all L1-L3s even with low skills. Think of a Drake as a bigger, badder caracal with 2 more launchers and a monstrous tank. With good drone skills a myrmidon can do great in L1-L3 too.

Lvl 1+2 missions are easially done in the Caracal
5x Assault launchers, heavies are not needed as you will only encounter a few cruisers.
1x 10mn afterburner 2x large shield extenders 2x active hardeners
2xballistic controls, or pdu if you are low on power.
Should cruise through all lvl 1+2 missions.

One mission to avoid is the Level 2 version of The Blockade. Even with that setup (which is good), without good skills and better aggro management, you will get pwned.

How crappy pilot must u be to get pwned in level 2 blocade?
Hawk easely lives through it but cara has more launchers better range, more shields.
So go with cara. But if u have frigs 5 fo with hawk
