I am new to drone ships and to armor tanking, but I have come up with this fit for an arbitrator. Main use is as a heavy tackler to be used in tandem with a single BS/BC or in gangs. I'm using arbitrator because I've heard from many that it is the best amarr cruiser (tho some say mauler is).
1x Medium NOS 3x Small NOS
1x Scram 1x Web 1x AB 1x Damp
1x MAR II 2x ENAM 1x 800mm tungsten plate <- better than T2 from the looks of it
5x Hammerhead 5x Warrior
Would it be viable to fit lasers in place of the NOS for more DPS? I am guessing it would run out of cap way too fast.

Damp on an arbi? lol. You need 3 damps to really be effective, using your bonus you'll be much more effective granted you're not fighting a missile or drone-heavy ship.
My yarring Arbi setup is:
4x Small nos Med Electro cap booster w/ 400s, Scram, Web, TD MAR II, Therm hard, Explo Hard, 800mm plate
Sometimes I switch out the web for a MWD. You've got the PG for a T1/Named MWD.
5x Warrior IIs always Hammerhead IIs if I'm feeling rich, Valkrie IIs if I'm poor.
I've killed turreted HACs with this baby. ECM tanking rules! :-P

Depends entirely on the purpose, if it takes 2.5 times as long to target a drone, it will mean alot less redeployment - alot less wasted dps, even if it wont break the lock they have on you.
Def. want mwd on it, and if I go without, I'd like dual reps. But thats mostly a matter of taste I guess.

If you want a heavy tackler then go with the Maller, with 1600mm plate, and cap injected it can out last any other tech1 cruiser in the game.
The arbitrator won't be great as a heavy tackler as it doesn't have a tanking bonus and has a limited number of tanking slots.
There are plenty of threads on the forums if you want to look for more setups for the Arbitrator, so go look for them.

1600MM plated Maller = No room for MEDIUM guns =) Blaster THORAX with 5 Heavy Neutron II's or Ion II's will rip that apart (I know the rax has no tank with that setup, but 3-5 small guns assuming you have a rep = nothing to the damage you are being dealt)
Best too work on a 800MM plating system, or a 400MM and get some decent guns, albeit Amarr Cruiser 5 turns the Maller into one hella tank. 400MM MAR II etc. |

If you wan't an heavy tackler strap a 1600mm plate, 3 active hardeners, medium injector and a MWD on a Maller and presto! You now have a ship that can hold to a lot of dmg whille your friends get there!

As a bit of a heavy tackler I've liked to use this on the arbitrator, most people seem pretty surprised.
1med, 3sm nos MWD, 20km scram, Medium cap injector, web 2 MAR II, Eanm II, DC II
Flame all you like, I love the setup :P

Another nice use for an Arbitrator in a gang is ranged EW against turret ships (TD have good optimal). Let the other(s) go in and lock it down, you hit the target with TDs and send in your drones.
