I used to do all my camping in a 3 stab cruise raven, it used to BBQ other BS solo most of the time no problem at all. In really hostile ops in hero ridden systems I used to camp in 5 stab raven and use hit run tactics on their industrial operations. Kleptomaniacs are recruiting evildoers. They drop your targeting range and time dramatically, which makes them useless for most combat situation. But if you fit a ship in a way, and for a situation, where the targeting range and time is not needed, then why shouldn't you use them? They are a module that is in the game and can be fitted on ships. And no he wasn't trying to travel, he was actually trying to pirate in a ship with 6 stabs and sensor boosters. Needless to say, because we are Black Fleet, we chased him around for awhile, discovered he had 6 stabs, and put 8 points on him.
