(Amarr) energy weapons are confined currently to EM and Thermal damage (thus lacking Explosive and Kinetic), while (Caldari/Gallente) hybrid turrets are confined to Kinetic and Thermal (thus lacking EM and Explosive). Currently, aside from Drones or Missiles, (Minmatar) projectile weapons are the only weapon that makes use of all damage types based on ammo.
I think there should be a way for others to get access to a greater variety aside from resorting to missiles/drones/autocannons?
How about specially crafted lenses/fittings for energy weapons? Call it whatever you want, "Graviton/Gravitic spectrum focus" or whatever, that uses the energy of the turret to bend gravity in small local regions, thus compacting (kinetic damage) or ultra-rapidly expanding (explosive damage) the matter that the beam/pulse hits. The basis for the technology is already in place in the form of Tractor Beams that manipulate gravitic forces... this would just be a natural extension thereof.
As for Hybrids, Antimatter should already be a pretty volatile substance, as it annihilates itself and any normal matter in a very violent manner... some sort of antimatter-based charge for Explosive damage? As for EM, the cyclotrons or magnetic acceleration already charge up each shot before firing... why not other, exotic isotopes that possess a high "charge" to them (or at least radioactive substances?) that would add EM damage to the mix?
Providing a few new ammo types would at the least, make it easier to vary damage without having to rely on alternative methods, especially in larger ships where the training to fire more powerful fitted weaponry would cut into training other areas. Has this sort of idea been considered before?

Honestly? No.
Reason: variety.
As mentioned, there are drones and missiles which all factions use. Perhaps for their lack of turret damage types Amarr and Gallente should get some compensation.
- Most damaging turrets (base dmg) and second biggest drone bays for Amarr. OR more missile slots. Whatever conflicts less with minmatar design philosophy.
- Biggest drone bays (across the board) plus special drone boats for Gallente. Which mostly is the case atm, so no big changes here.
Maybe reduce drone bays for Caldari and Minmatar a bit, but make sure they don't fall behind overall.

as nice as that sounds it just doesn't make any sense to me
lasers are beams of energy, and therefore will create a magnetic field, and heat. em and thermal
blasters shoot plasma and shrapnel therefore thermal and kinetic (or is it just the plasma?)
rails shoot plasma filled charges therefore kinetic and thermal
most people seem to omni tank though and get all their resistances up, I've seen people with 3 hardeners, kin ex and thermal, some with throw on a eanm and a dc and that just makes all the resistances higher, guess if these enan tanks are so popular might as well start getting some t2 torps and throw hordes of explosive at people
