It makes me laugh to see the guy walking next to it, on his mobile and carrying his shopping as if he hasn't noticed anything going on. Maybe he's AFK? 
I wonder what sort of licence you need to drive the transporter too.

Well, on closer inspection there seems to be a shipyard there belonging to BAE Marine Systems Ltd.

When the shipyards on Tyneside were in proper production sights like this were not uncommon. I've been held up a few times by random bits of hull and assorted guns and stuff blocking the roads on little trucks. Never parked next to a bit of submarine though I must say.

Actually the first astute class sub gets launched pretty soon iirc from BAE systems Ship yard in Glasgow. It's not brown unfort. lol --------------------------------

Abnormal load drivers have the standard HGV license, various specialist courses (some provided by OEMs as part of supply/training contracts) and training in performing risk assessments, etc. They are sort of licensed through their employer, which would be known to the Department of Transport (in the UK). Needless to say such movements are notified. I don't think you would have an ultra special driving license for that, just supplementary paperwork agreed between your company and the government. It's not the sort of thing you could easily obtain without having the position first.

One interesting fact about the Astute class is that they don't have periscopes but instead use some thing very similar to camera drones.
