I've been held up a few times by random bits of hull and assorted guns and stuff blocking the roads on little trucks. Never parked next to a bit of submarine though I must say.

Abnormal load drivers have the standard HGV license, various specialist courses (some provided by OEMs as part of supply/training contracts) and training in performing risk assessments, etc. They are sort of licensed through their employer, which would be known to the Department of Transport (in the UK). Needless to say such movements are notified. I don't think you would have an ultra special driving license for that, just supplementary paperwork agreed between your company and the government. It's not the sort of thing you could easily obtain without having the position first. Logoffs
