Electronic warfare, frequency modulation, long distance jamming, signal dspersion, long range targeting, signature analysis, caldari cruiser, recon ships. As high as possible, 4 minimum. And lotsa cap skills.

Sorry to give you bad news, but Minmatars don't do electronic warfare. It's not one of the things we are blessed with.
If you must, train sensor linking to 4 and Signal Suppression to 3-4 and use Remote Sensor Dampener IIs on a ship with lots of medium slots. A bellicose works for a minmatar cruiser. You can also pack on some jamming drones to the bellicose to make it somewhat useful.
As far as tackling, you need Propulsion Jamming to 4 to be able to use tech 2 disruptors and tech 2 webifiers. The Stabber is an excellent tackler to keep warp jamming on a target. The Rupture is an excellent cruiser to warp jam and web and deal some damage to the target.
Use jamming drones, but stay far away from ECM modules and ECM skills if you are flying minmatar ships.

Unfotunately the matar e-warfare type is target painting which is neither jamming or tackling
The skills you are going to want for jamming are:
Electronic warfare (up to 4) decreases jammer capacitor use Signal Dispersion (as high as possible) increases jammer strength Long Distance Jamming (as high as possible) increases jammer optimal Frequency Modulation (as high as possible) increases jammer falloff Signature Analysis (as high as possible) decreases lock time Targetting (as high as possible) increases number of locked targets Caldari Frigate (up to 4) for the Griffin and for Cruisers Caldari Cruiser (up to 4) For the Blackbird and for Battleships Caldari Battleship (4 is needed to get the same jammer strength as the Blackbird has with Cruiser 4)
For tackling you need Propulsion Jamming (as high as possible)
For jamming ships you really need to use one of the Caldari ones (Griffin, Blackbird or Scorpion) you could fit jammers to a matar cruiser but your jammer strength will be lower than it would have been on one of the caldari ships (and as such you might not get many successful jam cycles - and you'd really want to use racial jammers not multi spectrals because of their higher strength)
The only real consideration for putting jammers on a non-caldari ship is having enough range and cap to use them effectively - up to 2 low slots should be used for the jammer amplifier module so you need to use range as your tank because you wont have many mid/lows left.
