This problem really bugs me but I stumbled across a fix (for me anyway).
set the shortcut as normal but instead of closing the window and going back to the game, just click log out. Then quit the game(click X on the login window) and now restart it.
Well it worked for me so good luck.

Worked for me only I did not need to quit.
I set up my hotkeys.
Clicked the "login screen" button.
Logged back in.
Tada, as you said, my hotkeys where saved.
Thank you for the tip.

Blargle: Don't want to spoil it for u but the key bindings stay in memory when u don't close the program.

Still doesn't work, seems this is not really ever going to get fixed. Anyone have any other ideas?

Yes this is getting real annoying.
I even have the problem now where shortcuts actually stop working in game and i have to reset them again.
Come on CCP this is the most basic of BASIC functionalities of any computer game.
Elite Frigates Bahh, give me some saving shortcuts!!!!!!

Still not fixed even with new patch...
Come on ccp. you can make satation players can take over but not make any saving shortcuts...

There's a dev chat today hosted by eve-i.
I can't join IRC from work, but if someone can, it would be good to ask them when they're think they're gonna fix this.
