Is it possible to balance important mission out so you slowly raise all major factions or do you lose more then you can possibly make up by doing misssions for opposeing factions.

I think it is is hard or impossible to keep good standing with all four factions but possible with 3 major factions. For example you could do missions for Minmatar and Caldari. Storylines for Minmatar would only give a 25% faction decrease for Caldari and vice versa.

Except the Amarr and the Caldari. 
The only faction that has positive standings to all the major factions is Interbus but they don't have storyline agents.

IIRC the percentage gain/loss for factional standings is a percentage of what remains until 10.0. So while you can keep the factions 'balanced' by grinding each one in turn, you will at some point run into a wall with both since the faction earned will be smaller (even though the % is bigger) than the faction lost.
But remember -- you can still use corporate standing to receive missions. If it wasn't for Diplomacy I'd be shot on sight by Amarr and Caldari, yet Caldari and Amarr Navy will still happily hand me L2 missions. =)
Sisters of Eve are not viewed as badly by Amarr and Caldari as e.g. their outlook on Gallente and Minmatar, so if you wish to balance standings those may be the people to work with. OTOH, the spillover into Gallente and Minmatar faction raising is not 100% either, so it may be a wash.

The balance point seems to be about 4.5 to 5. I have all 4 races in that range and balance storylines to keep them all there.
It's not easy but it can be done. Advantage of course is I can use any L3 agent and some lower 4s for anyone, anywhere (and not get chased by customs ships  )

is it possible to get two friendly factions (Amarr and Caldari or Min and Gal) to 7.0+? I've noticed that when doing Caldari missions I have gotten my Amarr standing up to 5.00 and my Caldari standing over 8.0 because the Amarr Empire has the State set to 5.0 standing. So, if I do important missions for Amarr will that lower my Caldari standing to the 7.0 that Caldari has toward Amarr?
Ideally I'd like to get Amarr standings at or over 7.0 while keeping my Caldari standing over 8.0
