I'm considering running missions in NPC 0.0 space--Curse, Stain, etc. Yes, I am a glutton for punishment . One of my concerns is dealing with nearby player-controlled 0.0 space. Is there an easy way to determine what the "policy" for player-controlled space for a particular alliance/corporation is? I'm generally aware that the big player associations have varying policies, from neutral-friendly, to indifferent, to not-blue-shoot-it. Any way to figure out what that is for a given region? Curse is right on the border of Providence, which I understand is relatively neutral-friendly; it's the Goon Swarm territory on the other side I'm nervous about . . .

Providence is definitely a nuetral friendly zone from my experience. What you could do is just create an alt and travel down there and scout around to see how you are treated. Try checking out the websites of the powers-that-be in the areas your looking at. Just do it .. no alliances are going to bother setting you as an individual to blue, and I think everyone's NBSI these days (except possibly CVA and IAC). I sometimes run missions in Venal and can do so in relative safety despite not being blue to anyone.

Everyone is NBSI, and they're not going to make an exception for you. However, except for the one or two systems right next to empire Curse is 100% deserted. If you're smart it should be easy to make a living out there without any standings.

Previous answers covered it well.
A few related points: - some corporations/aliances who have sovereignty of a region will offer 'ratting' licences to people who inquire. You pay. They flag you blue. - naturally, you can write eve mail to the CEOs of corps you know are active in a region of interest, to ask if they use the 'not blue shoot it' policy. - why do it in the first place? hehe, another idea is to join a corp who aren't really into pvp perhaps, and do some lucrative ratting :0
