This is most likely the ISK farmer, meixiuzhang, that was scamming with GTCs on Monday. Post looks very very similar. People say he doesn't respond to requests of secure trade. On Monday an ISK farmer scammed players trying to trade the old way out of a few billion ISK. He posted a thread just like this which got locked.
DO NOT TRADE WITH HIM - do not expect your GTC request to be fulfilled. Most likely it is the same scamming ISK farmer going second round. He bumps his own threads with own alts to make it look legit.

Yes, it is most likely a scammer. A lot of people still buying GTCs the old way. ISK farmers have apparently discovered some way to get away with money before their accounts are banned.

Better yet, don't send them ISK in the first place. Then they wont have ISK to launder.

There ARE reasons for using the "old" trading system.
Some people resell; others want to hold on to their codes since the prices are steadily rising; yet others don't want to reveal who their alts are. Connectivity to the website itself is sometimes... patchy (yes, I have seen it myself as recently as 2 days ago).
What is scary is that farmers have finally discovered large scale scamming, and some kind of reliable and quick way of ISK laundering.

No, I'm not saying not to petition them. I'm saying by the time they get the ISK, they have already laundered it.

Unsecure GTC trade needs to be completely stopped. If somebody is worried about revealing an alt they can always make an alt of an alt to request the time code, or they can pay with $$$.
And they havent just discovered it, it's been going on for a while. But nobody believes me.
