I have some Miner II's and a CU Vapor Particle Bore Stream I, the Miner II's cost a lot less and appear to have a better mining spec, am i missing something is the CU Vapar a better tool to use...

No, you're not missing anything (as I know of), Miner II's are better than CU Vapour's
The only mining laser which comes close to being as good as a Miner II IMO, are XeCl's and thats only if you plan to setout a destroyer for mining (due to the CPU costs vs. amount mined)
But best stick with the Miner II's rather then a named T1 mining laser.

The named lasers just cost more because they're rarer.

Cu Vapor is the best T1 mining laser. When comparing it to Miner II I would look at three things:
- mining output (Miner II wins hands down with base mining amount of 60m3/min vs 49m3/min)
- CPU requirements (80 tf vs 57 - again using just base stats you can fit 4 Cu Vapors (196m3) on an Osprey and only 3 Miner IIs (180m3) - Miner II is not looking too hot)
- but the kicker is the required skills - Mining I for Cu vapor and Mining IV for Miner II... The very same reason most Prototype, Local, Arbalest etc modules cost more than their (most of the time) better T2 counterparts - they perform almost as good but require way lower skill levels to operate. And yes you can put 4 Miner IIs on an Osprey but you'll need Electronics and Weapons Upgrades high enough to get the overall CPU higher and individual CPU requirements lower respectively etc. Cu Vapor - you've just finished tutorial, stick them on and off you go pulling 22.5% more in a minute than the guy next to you.
Rarity does play it's part (ie they available only as a mission drop - there is no BPOs to manufacture them) but the mining lasers do not tend to be lost as often as, say, guns or launchers. There's loads of them on the market being sold by people who "outgrew" them.

Weapon upgrades does not help fit mining lasers (unless you're also trying to fit actual weapons).

Buy up the miner IIs before REV II comes out. IIRC I saw something in the patch notes about Miner II build/research reqs coming up to par with normal T2 production/research reqs.

Oops - my bad, Osprey does not have a fourth turret position, just a launcher. I've not used them in a while - apologies for the confusion
