So it has come to a time where I have no ISK left because of PvP and find 0.0 NPCing boring.
So I am going to start yet another character with the sole purpose of running lvl4 missions. I could use some help though since I've never done missions before. I was wondering if you people might be so kind as to answer some questions?
1. What's the best character creation route for a dedicated mission runner, I am assuming a Caldari Achura to get into a Raven sharpish however am not sure on the correct options to choose in custom creation?
2. How long do you think it'll take me to train a character from scratch to use a Raven well enough to solo level 4s (assuming I train advanced learning to lvl 4 and that first)?
3. How long would it take to get the standing for level 4s assuming about 4 hours missioning a night if I have to ().
4. How much is it possible to make in about 4 hours from lvl 4 missions? (say on average, I've been told that missions vary greatly on ISK output)

Well I can't answer your specific question, but 0.0 npcing is less boring than missions as you can hop out, rat a little then stop whenever you want.
No going where the agent tells you.
No having to stay on to finish the mission.
No flying round picking up tons of cans to loot.
I'd just stick to 0.0 ratting, still boring, but slightly less so and equally if not more profitable.

A corpmate of mine is a couple of months old, went straight Caldari/Achura, and can fly a Raven that can finish all level 4's (though some take a good bit of time). Picking Stargazers as a bloodline will make you a little better rounded, though the Monks will get you the highest Perception/Willpower starting stats in the game. Clearly Military is the next step for a combat character, and the specialisation is up to you.
If you find the right agents, it won't take long at all to get your standing up to where you need it. Find the agents you want to work for at each level first (usually, the largest military NPC corp will have the highest number of Command/Security agents, which is what you want for combat missions), take the appropriate ship and tons of ammo out there, and grind away.
After a week of casual play I had my standing with the Gallente Federation Navy up from 2.8 to 4.9 so that I could use their best lvl 3 Command agent. The ISK and LP rewards for low-sec agents far outweigh the high-sec ones, though there is a greater chance of dying to pirates and greifers. Standing won't be you holdup if you plan to do serious grinding, your skill tree will.
On my limited expereince with lvl 4's, if you loot and salvage everything, 4 hours of missions should net you 20-30 million ISK without a problem. On the better missions (Extravaganas and so forth) you can make 10-15 mil an hour, if you're able to solo them in a reasonable amount of time. On a Raven you can throw a tractor / salvager in the highs next to your missile bays and loot while you shoot, though some people prefer to bring a dedicated salvager back to the wreckage after the mission has been cleared.

man.. I had given up missions to go an rat in 0.0 ... guess everything gets boring after a time, but seriously, just hang tight and wait for the new missions later this week and see what happens with rat spawns in your area, not to mention after major patches etc lot of BPO's drop and that first couple days lots of officer rats floating about as well... may also want to try exploration, or try the cosmos stuff etc..

Why start another character? It'll take you a while to get there, including the social skills required to get the most out of missions. If you have a PvP main you should be able to run missions.
4h missioning a night is a lot. I'd suggest: - get character into a caracal, while doing nothing - get social+connections up to 4. This saves a lot of grinding. If you have 3 charisma this may take a while. - do tutorial mission sequence - do some of the L1 caldari cosmos missions
You should now be at level 2 missions. Start grinding while training for drake/raven. If you work for Amarr your salvage is more lucrative (capacitor consoles). 10-30m an hour is not unreasonable to expect.

take achura ,millitary,special force ,you can fly a reven in no time. but take at least 3-4 months to fly it decent. train all learning, missiles,enineering skill up to 3-4 and you'r gtg
