I've always enjoyed playing the fast "character" or vehicle in any game I play.
I like hit-and-run type tactics.
Any particular race recommended for this type of gameplay?

Generally minmatar .. fastest ship per se amarr (Crusader)
Talking about practicable setups not some oversized Mwd stuff ...

IIRC, the Zealot holds the RMR speed record for all ship classes, somewhere around 33,000 m/s.

Silver Magnates are way faster in base speed, And by far, are the fastest ships in game.
Rumor has it they can reach speeds of 55km/sec in a gang with a claymore

From the ships which the OP can actually fly:
- frigs
the crusader (amarr inty) can get the highest speed, however it won't hit anything there
the crow (caldari inty) can still do dps at very high speeds, not much of it though
- cruisers
the vagabound (minamtar HAC) is the fastest cruiser and rather good for hit & run since it does good dps and can stomach some hits
runners up are the huginn (minmatar recon), the curse (amarr recon) and the Ishtar (gallente HAC) which also work well with speedfits

In theory a Silver Magnate can go in excess of 73km/s, but the Vagabond is slightly faster when both are using oversized MWDs.

screw that silver magnet(there is only 19-20 of it) and gold magnet(only 1 released and its destroyed) or other "zomg speed" amarr fitting(they cant do anything just for "i got the speed record!!111" epeen, your style realy sounds like a matar player, vagabond/jaguar/hugiin(or how its spelled) is just for you they can speed tank/fly fast and actualy can do something(actualy many things) dont worry about snakes you can start with some basic rogue hardwirings they give nice speed bonuses etc.(%5 raw,%5 mwd/ab etc.) and best named mwd/t2, at least you never cry for them when you lose them
and as my 0,2 tl look for vagabond its realy versatile and powerfull speed ship.

Generally speaking, Minmatar ships are faster than the other races. However, the fastest theoretical ship award goes to the Silver Magnate (only 3 exist) with officer fittings (several hundred million ISK apiece) with perfect skills in the same gang as a command ship with perfect skills giving out gang boni.
