What ship will be the fastest/best for L4 missions (for caldari), within a reasonable price range, say, max 3-4-5 bill or so with fittings?
I'm guessing a CNR with the typical Gist B/X type tank, and faction cruise (or siege? I think cruise) launchers, would be the best. Any other good options?

navy raven or rattlesnake, either work great, rattlesnake can permarun the booster better.
On either you will want at least 3x BCU-II.

CNR + faction sieges
Full gist x-type tank + target painter
3 x faction bcu 2 x faction pds
torp velocity rigs and ccc rigs - t2 of course
Edit: and obviously crystal set + 5% rof implant

Rattlesnake is pointless, you can permarun a gist b XL on a CNR, and still fit 3 BCS. I'd use cruise over torps personally, and use all mids for tanking (no painter needed)

4-5b? use my setup
highs: 6 dread seige 1 tobias seige
Mids: gist x-xl Booster pith x boost amp, 2 dread invuls, 2 painters.
Lows: 2 true sansha cap power relays, 2 dread bcu's and a kaikka bcu (yes i know the cap power relays reduce boost amount but it allows a perma boost)
Rigs: 2 ccc's t1 and a ccc t2.
This thing got through vengence in under 20 minutes so its good very good, oh and im still 1 day from torps 5.
Tanks well just dont mass aggro.
Best possible mission running machine imo would be the state issue raven with this setup:
8 Estamel seige
Gist x xl booste pith x boost amp, 2 estamel invuls, 2 t2 painters.
2 chelm pdu's 1 estamel co-processor and 3 estamel bcu's
Rigs 2 ccc's t1 and a t2 ccc.
Perma tanks just under 1000dps in em much higher in other resistances and dishes 1500dps with t2 heavy drones.
My dream ship, shame it would set u back about 110b or so.

I hear Ravens tossed about as one of the two top solo L4 running ships, so a Navy Raven would probably be even better. Only competition in this regard is the Gallente Dominix.
And I've also heard this general rule of thumb for the cruise/torp debate. Check the mission description-if it says lots of battleships, fit torpedoes, if it has more battlecruiser and smaller class ships, fit cruise missiles.

What about the deadspace bugs?
Nothing ruins my day more than seeing the entire room aggro my drones, and then me.

CNR but Rattlesnake looks more sweet ;)
And has the extra low slot for a bit more tankability.

the state issue is better, althou a little bit harder to get your hands on...
fit nothing but top end faction/officer
