Hello,
see the subject:
Improvment = The outpost get more office, factory slots, ...
Upgrade = ???
Or is the upgrade only neccessary for the constellation castle system named
Sov Level 4?

Short answer... Improvments Plug into the upgrade platforms and are what accually upgrade the Outpost.
Long answer...
Foundation Upgrade Platform alloys 1 Basic improvment to be added to the outpost.
Pedestal Upgrade Platform Requires Foundation to be in place and adds Basic and 1 Standard improvement totaling 2 Basic's and 1 Standard
Monument Upgrade Platform requires Pedestal add 1 of each leve totals: 3 Basic 2 Standard 1 Advanced
Improvents are Factory, Laboratory, Office, Plant, Laboratory, Office, Refinery and Research Facility in 3 flavors Basic Standard and Advanced.

Looks like improvements are also gonna be race specific. ie gall outpost needs gall improvements
Amarr, Minmatar and Gallente improvements:
Factory, Laboratory, Office, Plant and Refinery.
Caldari improvements: Factory, Laboratory, Office, Refinery and Research Facility.

Anyone know exactly what the individual upgrades provide ?
(I have not had the time to get onto the test server and check)

so if i do the office upgrade (3 more office slots) then i cant do anythingh else except the uber exspensive not worth it 2e upgrade ?

They very from race to race dependant of the races tower specialty.
ie minnie refine improvments basic 40% standard 45% advanced 50% where as other races are 20% 25% and 30% but gall get more offices etc.
