Hi there, nice effort.
A brief discussion of heat would be useful, and perhaps a quick introduction to game mechanics such as flagging, turret tracking, missile damage, etc. and pointing the reader to more in-depth resources such as the grismar.net wiki and CCP's interactive tracking and missile guides. Less essentially, I also think the guides on assault frigs and inties from eve-tribune are excellent reading, but not as essential as CCP's interactive guides.
In your mission section it seems you haven't pointed out Level 5 agents and missions, nor did I see a mention of the LP store.
The 0.0 section could use a little update for Rev 2, there are a bunch of additions to sovereignty mechanics, and now you can attack people while they're hiding in an outpost by "shooting out the lights." There's nothing in your guide that's been made incorrect by the expansion, though. Maybe it's more detail than you want in your introductory guide. The 0.0 page is more of a "0.0 and fleet warfare" page, given the items at the end of the page. Carriers and Dreads and POSes can go into lowsec empire too. You don't completely answer your own question at the end of that page regarding "How are war-decs handled and what are the victory conditions?"
As far as putting a less technical face on the concept of 0.0 sovereignty, the politics of 0.0 are alot of fun to get into as well. Perhaps you could link to eve-tribune or even INNOMINATE NIGHTMARE's blog. INNO's blog is out of date, but it's still a wonderful work of gonzo journalism, EvE-style.
In the modules section, I think a mention of the "compare" feature is warranted, and a quick shoutout to the faction modules.
I think the ship fittings section could use a brief mention of tanking theory, and a set of links to the various eve-o guides on aspects of tanking (passive, active, shield, armor, speed, frostshock, etc.)
GL, you've ambitiously chosen a difficult project. All in all, I think any effort to bring more people to EvE is good, and by that standard you've done great.
Just as a parting note, I appreciate the word about waving people off from the lagtastic mess that is Jita, but I wouldn't go as far to say to a noob, "do not go there," as it is a great place to pick up ships and modules, or other items. Suicide gankers like Jita because there's lots of targets of opportunity, but it's really not that dangerous for noobs with no good loot.
Blah blah blah, I was just gonna give you a little word of encouragement and I ended up writing a whole book.
