just got a rifter...any ideas for loadouts please?...pvp orientated...any tips would be most appreciated

Rifter is an awesome frig. when u say 'pvp oriented' i hope u mean frigate warfare =p cuz a frig(cept maybe the kestrel) by itself cant take down a cruiser
i like to vary my loadouts, but your number one weapon should be the 280mm howitzer (projectile turret). with a reactor control unit, u can go 3x280mm and an m-12 launcher.. rif is hella fast, so try to mount 2 1mn afterburners (or maybe an microwarp drive if u got the skills), 2x280mm and 2xm-12 launcher loaded with heavy missiles. also, make sure u have a small shield booster if u fighting 7k+ rats.
youd b at an awesome advantage cuz of your superior speed..and ud b able to deal 400+ damage in total from a safe distance (load up the 280's with titanium sabot or phased plasma, m-12's with widowmakers). jus remember to use your speed and keep at a good distance from the bogey.
the rest is really up to u. if u pvping frigs, add some ecm on there too. remember to experiment

Rifters can go against Cruisers and put up a pretty good fight if the loadout is good, and the cruiser is not loaded out specifically for fighting frigates.
200mm Autocannons will do plenty of damage from 500 to 1000 metres, and if you have an inertial stabiliser you will be able to orbit at 300m/s or more. At this range and speed, any of the artillery weapons on a cruiser has difficulty hitting at all, you can find yourself completely immune!
Try using a 280, and you'll be within range of those big cruiser turrets, and you'll be dust in no time.
If going up against frigates, always take defender missiles in case you meet a Kestrel armed with cruise.
Remember though - there is no 'optimal setup' - it depends on your skills, and the person (or people!) you are in combat with.

just take it close and personal...
2 Scout 200mm (EMP Ammo + Fusion Ammo to use against hull)
2 Limos A-3 lunchers (rokets got best short range DoT) (EMP and Explosive roks)
Fleeting Warp scrambler
AB
Interia Stabilaser
200MM armorplaitting just in case (or something else...)
and Be ware of drones/jamming

i'd use
2x 280 scout
2x m12 w/ cataclysm cruise
small c5-l
1mn mwd
btw... No rifter stands a chance vs a cruiser imo. They'd pop in 1-2 salvo's of your guns. Plan and Simple. Also they don't have the range advantage so they kinda need to get into your optimal range most of the time.

PvP oriented? What's the role? Rifters can be multi-roled.
Baby Kestrel Clubbing:
1 280mm Howitzer
2 M-12 launchers (one with a cruise missile 1 with defenders)
1 MWD + 1 Sensor Booster
2 Overdrive Injectors
Last high slot, whatever you can fit.
A Kestrel fully loaded with cruise missiles can't take cruise missiles and damage in return. Most it can do is launch 4 cruise missiles and pray. Launch a defender, duck under the incoming salvo and straight line for the Kestrel using mwd, firing the 280 when in range.
Bonus points if you cause the cruise missiles following you to hit the Kestrel after you go past
