Upon logging in, if you had finished training a skill while off life you do not get the "Skill Training Complete" voice. I was online for an hour and wondered why I didn't get anything, I noticed the skill had finished training 30 min before I logged in. Not even the player portrait was flashing so I had NO idea skill training was done.
I have not tested this for skill finish while online.

According to the patch notes it's not an error but a feature.

The fact that you no longer get a skill completion Evemail is the feature. It doesn't say anything about the OPs problem of his Character tab not flashing when the skill completes. Therefore I would agree with the OP that it is an error. ------------------------------------------------

Actually that only means you no longer get the eve-mail. Nothing about not getting the voice message or flashing of Character sheet tab.

The eve-mail is different from what the OP is talking about.
Prior to Rev. 2, if a skill had completed when you were offline, as soon as you logged in you'd hear Aura say "Skill training completed". You'd also get a little information box pop up (similar to the combat messages) and your "Open Character Panel" button on the Neocom would flash.
Now not only do you not get an eve-mail but you get no visual/audio indication at all that your skill had completed.

So which bit of your quote covers not sound notification and the Char portrait not flashing?

You can still use EVEMon (http://evemon.battleclinic.com/) which vocaly alerts you of the finished skill training.

Um, yes... but if I log in and its not done, or i don't get ANY kind of notification besides my memory, I don't want to have to "watch" to see when it ends. Or, if I log in and start pvp immediatly, knowing a skill isn't training would be nice.

Um, yeah, sure... you can run extra programs all day long that don't take extra CPU or sit in the background.. Why the hell do I need a skill planner open to just find out when my skills finish training (oh, if it updates correctly).
The point is, if its broken CCP needs to fix it, not rely on other programs as a "work around". Perhaps until its fixed, but I'm not going to PERMANENTLY run another program because CCP made an error.
