Found it, deleted it.
And still no LP store for several characters.
Even deleting the chache (it never came back after restarting game)didn't delete all my settings.
It must be saved somewhere else (maybe server side, but i doubt it), but can't find it

That's why i said i doubt it 
But it has to be on another location, otherwise it would have deleted all my settings.
I know what i have to do, delete my eve folder and do a fresh install.
But that's something i will only do if everything else fails
