It's not as random as it might seem. Everyone and their cousin is trying to compare notes and figure out where and when they're going to find those elusive implants... One of my m8s said he never got one from a lvl 3 Q 18, but always gets them from a lower qual.-- like 0... Personally I got 4 total so far, all from Q 18 (EQ varied). Others say you have to refuse a mission or 2 (or more) to get some, that never worked for me either.
After some observations though, I may have stumbled onto something. Or it might just be gobledy-**** 
Every agent mission I did that gave me an Imp, I was either *just under* or *just over* the point of changing Effective Quality -- e.g. start with Personal Standing at 0.17, next EQ lvl is @ 1.17 --> get a mission at anywhere between 1.16- 1.18 and you have a good chance at an Imp mission. This would also explain people getting them after refusing missions --> the standings loss put them "in the zone" for an implant mission... It would also explain the seeming irrelevance of actual agent quality, or number of missions, as well as the decreasing frequency at higher levels. I'd like if a few people could track their Personal Standings when they get their Imp Mission offers, to either verify or abolish this theory...

Well, I can safely say, with a standing of 6.50 with Duvolle Labs and a 9.0+ with a level 2 agent and 3.5+ with my level 3 agent, I have never, ever, recieved a mission with an implant reward.
I dont know for sure, but my agents have been mainly Production with possibly a couple Internal Security agents. So perhaps you need to research which type of agents are giving out implants, since I have never even been offered one in any of my missions.

FYI - I got 2 implant missions one right after the other last week - and managed to do both within 30 mins.

im pretty sure all just random.
Example: lets say, they made implant mission a chance of 1%
after 10 missions you have a 10% chance, you got a implant after 70 missions you have a 50% chance after 230!! missions you have a 10% chance to have gotten nothing
so if you take 10 ppl, 1 is the lucky star, and 1 the unlucky, all others between, and thats just math...

If it is purely random, let's say 1% chance, you will have this 1% chance after every mission, it will not accumulate. Pure statistical question.
Some ppl are more lucky than others. I also got the implant mission already several times, but not with an implant mission as reward .

Don't think this worked for me either.
I have 3 accounts, on one of them I had an implant when my corp rating reached about 6.5 ish and have not had one since (corp rating is about 9.6 now). I have also been working for another corp and have not got an implant but corp rating is only about 5 ish and I have only done 100 missions for the new corp.
On second account I have tried rejecting a few missions but that didn't seem to work. I have been upping my corp faction again and it is now 7.5 ish and I recieved an implant at a corp rating of 7.0 and I didn't increase my EQ when I did get the implant.
On the third account I have been working for 3 different corporations and have corp ratings of 4 ish, 5 ish and 6ish but have never received an implant.
I have also done 90% of my missions working for the highest qualtiy level 3 agent in those corps. So I was wondering if others are doing the same and if their is a limit of how many implants each agent (or corp) can give. I think this was mentioned somewhere else in the forums but I can't find the thread again.
I agree with Viduus in that this has got to be more than just random. I think the odds of someone getting 2 implants in a row compared to someone (like me) who has done over 1000 missions and only had 2 implants seems a bit high.

Got some more food for thought here, I have flown all my missions for a quality 0 agent, during my mission flying I trained negotiation from 0 to lvl 3, and noticed no real improved with my normal agent, with regards to implant missions or important missions. Too tired to count, but my standing towards the agent is at 9.23 standing with my agent...and most often I only get one important mission each 3rd day...

That counting method doesn't work too well when the category filtering doesn't work, and you have declined 30% of the missions.

Okey...with no declined missions then...but if I write I get no implants I might get them... Cause just after I wrote that about the important missions I got 3 important missions out of 4 missions offered

Taking two agents to 8+ isn't impressive? Damn, took me well over 500 missions total to accomplish it (which is the answer to your question).
If that accomplishment is unimpressive, I shudder to think what what I must do to impress. In fact, my guess is I'll never impress, because I don't have the stamina to continue to these astronomically boring missions.
Speaking of that, and OT, but why is the only moderately interesting thing to do in this game is to fight other players? The overall content in this game is pretty sad I hate to say.
Ignore that last paragraph, I'm just venting...heh.

Not laughing, but tired of reading endless amounts of far-fetched theories, so just to clarify a few points, here's some info about how the system allocates a mission:
Mission selection wise, Quality and Effective Quality generally only increases your likelihood of getting an important mission by countering "collossal bad luck" syndrome if you work for the same agent continuously.
The agent system first determines whether or not you should get an "important mission" and whether or not this is a research agent. Based on that it selects from three lists: "important", "non-important" and "research" missions.
Then it loops doing the following until it's allocated a mission for you:
1. It randomly selects a mission for you from that list. Note: the implant missions are just like any other mission on the list, so their base chance is somewhere in the vicinity of 1% per mission, just like any other mission. For all ye who haven't taken statistics so far, that doesn't mean that doing 100 missions means a 100% chance and thus it's not food-for-petitions
2. It tries to generate the mission details for that mission for you.
3. If 2 fails, it removes the mission from the list it's offering you and goes back to step 1.
Generating mission details generally has four ways of failing that concern you, note that other than 4 below all of these are subject to specific-mission code rather than generic system code, and thus this cannot be assumed to be the system, the whole system, and nothing but the system:
1. The mission may be trying to allocate detectably impossible objectives, etc. such as asking you to transport 5 million ISK worth of goods, or to take something to a high sec station in low sec space, etc.
2. The mission may have criteria that prevent it from being allocated for you, such as only being dished out by certain factions, agent levels, corp types, specific corps, etc. Anything, including agent quality and the time of day can be used as a criteria here, but generally such funky criteria aren't being used.
3. Some missions have a frequency-reduction criteria in 2, which is of special note, because it makes them f.ex. not be allocated 25% of the time. "really special missions" often have a frequency reduction criteria, so odds are implant missions do.
4. There is a general frequency-reducer in 2 that makes kill missions, courier missions, and mining missions prefer certain corp types.
1 may effectively behave the same as 3 if a mission is designed in a manner that breaks quite frequently, or in the same manner as 2 if the mission has criteria that are gauranteed to break for a given mission. We generally try to prevent the latter, but there may indeed be agents that just can't match the criteria for a given mission, f.ex. due to location criteria.
2 and 4 are factors you have quite a bit of control over if you are aiming for specific missions and specific mission types.
4: If f.ex. an implant mission is a kill mission, you're more likely to get it from a corp type that gives alot of kill missions than from a corp type that gives alot of mining missions. If you're serious about getting implants, you should determine what corps are best for you according to your faction. Likewise for any other specific mission you're aiming to get frequently.
2: If your agent has a short list of missions that can match the criteria in 2, but still has the implant mission on that list, your chances are thus increased.
2: If the mission you're aiming to get has criteria that cannot match your agent's corp or your agent, you must switch agent/corp. This can generally only be determined by ye the player through experience or by asking other experienced players, and probably would require a collective effort to reverse engineer the mission criteria on a per-mission basis. You can also try to con the details out of Zrakor, but I doubt he'd answer questions like that.
So to put it in plain english: if you don't try to improve your odds via 2 and 4, the chance of getting an implant mission is probably pretty slim and is basically a "die roll every time a mission is allocated". It is also by no means immune to "collossal good/bad luck".

I trust therefore that there are good quality agents out there that, due to circumstances/location etc, that cannot allocate an implant mission.
Does this mean that in the search for implants we would be best served by building a database of the agents that can give them out?

Papa Smurf, thanks for the post... but you realise of course that those are absolutely horrible odds? Acc. to what you said, it's a 0.25% chance of getting an imp mission, w/o cumulation --> meaning that out of 400 people, the odds are only (and maybe) one will get one...? So people who are getting them have "collosal Good luck"? heh Also -- the text for Imp missions reads something along the lines of "...you've earned this mission that can only be given to a trusted pilot..."... now, Given that, plus the fact that as you've previously stated *you can get the item or the isk equivalent* does that mean that those "Trusted Pilot" missions I get which give a combined isk of ~ 200k are actually implant missions which have declined the item in favor of cash? That would really bite, since imps are worth far more on the market than 200k... :/

Just for giggles. I have an agent, level 3, 15 qual and I am only at 2.44 standing with him. this is my second day and I got an implant. Got some other nice stuff too.
