I have a question, i have a friend that got an account that he has put on hold!. No he have decide that he wont come back to eve, can i take over his account and make it mine, without doing any illega act to EVE`s policy. Im not buying it for real money i just take it in use ?

It's against the rules to access/take over any account which is not yours.
Even if your friend won't be playing any more, using his account is not allowed.

As far as I know for you not to break the EULA, you will have to transfer the character that you want from his account to one of your accounts. Using the character transfer and paying the fee.

He can however transfer the charecter and assets to your account via the character transfer function (costs real money). When you want to return the char simply do the same in reverse.

Start your own new account and have him transfer his characters to your new account. It will cost a fee, which technically he is supposed to pay so buy him a nice present as thanks ;).

The correct thing to do as not to lose a good character is to create a new account and give your friend $20 so he can pay the $20 character transfer fee. CCP will then transfer a character from your friend's account to your new one.
Accounts are not transferrable but characters are.

Tnx, a lot guys... so if i understand it right i make an other account and he transfer it over to me, but his account is not active, do he have to activate it before he transfer it over to me ?

You perform the transfer via CCP's website so if he can still login to his account details he can transfer it afaik.
