Just curious to know how fast people can get their frigates to fly.
My current record is a little above 13000 m/s
Setup: Punisher 4x Overdrive Injector I 2x 1MN MWD Navigation lvl5 Acceleration Control lvl5 High Speed Man lvl4
Can't sustain the speed for very long tho.

I reached something over 17km/s with a rifter with 2x1MN mwd and 2 overdrives.

Try a tristan with 3 MWD, 2 overdives and one p-diag + your skills, that would get you speedy . __________________________________________________________ |

The Amarr executioner has the best base speed atm but I never tried it with MWDs...

Actually, it doesn't have the best speed once you count ship bonuses... a Slasher with Minmatar Frigate 2 (which you need just to fly it) beats out an Executioner by 13 m/sec. 
Of course the Slasher isn't a good speed frigate either because it only has one low slot... the Vigil is a much better choice. With 3 low slots full of 30 m/sec overdrives it has a speed of 400 m/sec, and the Executioner with 3 ODs has a speed of 440... BUT the Vigil get a 5% / Minmatar Frigate skill level boost. So at Min Frigate 4, the Vigil is sitting at 480 vs. the Executioner's 440, AND has room for an 2nd MWD (barely)while the Executioner doesn't (only 1 mid slot.
I'd say a Vigil with 2 MWDs, 2 overdrives, and either a reactor control or a 3rd OD (depending on your fitting skills) is the fastest commercially available frigate in EVE. Sure a Magnate beats it, but those aren't evactly available to the general public...
Of course you'll never even REACH top speed in a 2-MWD frigate... Maybe a more interesting challenge would be to see what frigate could cover the most space in 1 minute. That way you'd need sustainable speed, not a 10-second burst.

my punisher goes at 7.8km/s indefinately with two mwd's and nothing else fitted. It would go faster with some l33t items though.
energy systems operation lvl5 energy management lvl5 navigation lvl4 high speed manouvering lvl4 ------ .sig? I don't need no steenking .sig! |

Infinitly sustainable speed so far only 3,745 hoping to get it to 5k soon! I cant do it with MW's my recharge rate dosnt keep up with just one.

Well, I just tested out my Vigil with 2 1 MN MWDs and 3 +30m/s ABs... With Navigation 5, Acceleration Control 4, and Min Frigate 4, I hit 24 km/sec briefly. Total distace covered before my cap burns out and I slow down to normal speed is about 500km. The only problem is running right past gates before I can jump... and ending up so far past by the time I turn around that I WARP back!

in my rifter with nav 4 and accel cont and aft burn 4 1 1mn mwd named cap recharger and 2 alpha reactor controls i get 2600 ms and can sustain it for 7 minutes

Hadean Drive Yards produces a variant of the Rifter which can accelerate to 19km/s with the appropriate skill set.
2 named 1MN MWDs in the medium slots 2 beta hull mods in the low slots
Hit both mods at the same time and blamo, you are sucked back into your chair as you pass by those gate campers like they weren't even there.

Yeah theres a bug when it comes to speed and gates/docking..
Not sure on the exact speed is around 10-20k, but if your on autopilot and you hit the mw's and abs the ship actually lurchers into go slow mode and I get no more than 200 m's which is a bit poor seeing I should be going 200 km's

With a bit of help from a bug I managed to get a MOA up to 249'166'504 AU/s... That must be a record of some sort.
I ended up 4'651'199'059 AU from the planet in the scan.
I have screenshots to prove this.
(I was moved back with a "Stuck" petition.)

(yes skills are involved) Thorax with 2 10mn MW's, 1 100mn AB, 5 cap power relays, leaving 649 cap @ 115sec recharge allowing me to hit 14/15k (with 25k theoretical top speed, anyone have a large capacitor battery? i realy need one so i can sustain 2 mw's :p
ps I know a thorax isnt a frigate but well, wanted to add it :p

Fastest on TQ I have got to +17km/s in a rifter with 2x1MNmwd and 2xoverdrives.

I've done 50 km/s in an incursus.
nowt on high slots, 3 MWD in the middle, 2 RCU1 on the lows.
only does this for one burst tho, normal config is just the 2 mwd for a more sustainable 13 km/s
